It wasn't that I had a bad relationship with the president. It just didn't exist.

Robert James Woolsey Jr. was born on September 21, 1941, in Tulsa, Oklahoma, to Clyde and Robert James Woolsey Sr. A son of the American heartland, he would go on to shape some of the most consequential chapters in U.S. national security history — not through bluster, but through a rare combination of legal precision, diplomatic tenacity, and quiet conviction. After graduating from Tulsa Central High School, Woolsey earned his B.A. from Stanford University in 1963 with high distinction and was inducted into Phi Beta Kappa. A Rhodes Scholarship took him to Oxford, where he received his M.A. in 1965. He then attended Yale Law School, serving as Managing Editor of the Yale Law Journal before receiving his LL.B. in 1968. These formative years planted the seeds of a career defined by the belief that knowledge, rigorously pursued, was America's greatest strategic asset. Woolsey entered government service almost immediately, advising on the landmark SALT I arms limitation talks from 1969 to 1970 and serving as General Counsel to the Senate Committee on Armed Services through 1973. He later served as Under Secretary of the Navy during the Carter administration and spent years at the negotiating table in Geneva and Vienna on arms reduction treaties. Few Americans had a deeper, more sustained engagement with the architecture of Cold War and post-Cold War security. His most prominent chapter came on February 5, 1993, when President Bill Clinton swore him in as Director of Central Intelligence. Confirmed unanimously by the Senate, Woolsey led the entire U.S. intelligence community through a turbulent post-Cold War transition, pressing to shift focus toward terrorism, weapons proliferation, and ethnic conflict at a time when many believed history had simply ended. His tenure was defined by candor — including his frank handling of the Aldrich Ames espionage case — and he resigned at year's end 1994, telling his family they deserved "recompense for lost evenings, weekends and holidays." In later years Woolsey became one of the country's most prominent voices on energy security, arguing that America's dependence on imported oil was a national security crisis. He co-founded the United States Energy Security Council and never stopped writing — his 2021 book Operation Dragon kept him at the center of intelligence debates well into his eighties. Robert James Woolsey Jr. died on July 21, 2026, at his home in Washington, D.C., from a stroke. He was 84 years old. He leaves behind three children, a body of public service without parallel in his generation, and the indelible mark of a mind that never stopped asking hard questions.

President Bill Clinton

Jim Woolsey has been a staunch advocate of maintaining an intelligence capability that is second to none. He has taken initiatives to streamline and improve costly collection systems, improve the quality of both analysis and intelligence and correct security and management lapses in the critical area of counterintelligence. Jim Woolsey deserves the gratitude of all Americans for his service to our country. He has my deep appreciation.
