I'm not a person who particularly seeks power, but I don't avoid it when I feel I can use it to accomplish a good result.

Nancy Josephine Landon Kassebaum Baker was born on July 29, 1932, in Topeka, Kansas, into one of the state's most storied political families. The daughter of Governor Alf Landon — the 1936 Republican presidential nominee — she received an early political education not in campaign halls, but pressed to a heating vent in her bedroom, listening to her father and his friends talk late into the evening about the future of the country. That quiet apprenticeship shaped a lifetime of principled, independent public service. After earning a B.A. in political science from the University of Kansas in 1954 and a master's degree in diplomatic history from the University of Michigan in 1956, Nancy married John Philip Kassebaum and settled on a farm in Maize, Kansas, where she raised four children and served on the local school board and the Kansas Governmental Ethics Commission. For two decades she balanced family life with her work as vice president of Kassebaum Communications, the family's radio station company. Public office, she once said, had been "a daydream, a fantasy" — until the moment she decided to make it real. In 1978, despite her father's frank skepticism that Kansas was not ready for a woman senator, she ran for the U.S. Senate seat being vacated by Senator James B. Pearson, under the campaign slogan "A Fresh Face: A Trusted Kansas Name." She won decisively, becoming the first woman elected to a full Senate term from Kansas without her husband having previously held office — one of only two women serving in the Senate when she took her seat on December 23, 1978. Over eighteen years in the Senate, Kassebaum Baker became a model of legislative independence and bipartisan statesmanship. She championed deficit reduction, reformed aviation liability law, and served on the Foreign Relations and Budget committees. As chair of the Labor and Human Resources Committee — only the second woman to chair a major Senate standing committee — she co-sponsored the landmark Health Insurance Portability and Accountability Act of 1996 (HIPAA), protecting the insurance coverage of millions of Americans who changed jobs. She broke with President Reagan to co-sponsor the Comprehensive Anti-Apartheid Act of 1986, helping lead the Senate override of his veto. After leaving the Senate in January 1997, she married former Senate Majority Leader Howard Baker of Tennessee. From 2001 to 2005 they lived in Tokyo while Baker served as U.S. Ambassador to Japan. In January 2025, President Joe Biden awarded her the Presidential Citizens Medal in recognition of her groundbreaking legacy. Nancy Kassebaum Baker passed away on August 21, 2026, at age 94, in Topeka, Kansas — steadfast in her belief that enduring democracy depends on reaching across the aisle.

White House Statement by President Joe Biden

The first woman to represent Kansas, Nancy Kassebaum was a force in the United States Senate. From supporting a woman's right to choose to reforming health care, she stood up for what she believed in even if it meant standing alone, and she reached across the aisle to do what she believed was right.
