You can accomplish a lot if you're not necessarily out in front on everything.

Jon Llewellyn Kyl was born on April 25, 1942, in Oakland, Nebraska, to a family already touched by public service — his father, John Henry Kyl, would go on to serve as a U.S. Representative from Iowa. Growing up in Bloomfield, Iowa, surrounded by the rhythms of congressional life and trips back to Washington with his family, Jon developed an early fascination with national affairs that would define his extraordinary career. After a bout of pneumonia in high school, he sought the warmth of the Southwest and enrolled at the University of Arizona in 1960, where he met the woman who would become his wife and life partner, Caryll Collins. Jon earned his bachelor's degree in political science in 1964 and his law degree in 1966 — serving as president of the Arizona Law Review — while Caryll worked as a nurse to support him through those years. Admitted to the Arizona bar in 1966, he joined the prominent Phoenix firm Jennings, Strouss & Salmon, where he practiced for twenty years and became deeply engaged in Arizona civic life, including serving as president of the Phoenix Chamber of Commerce. Elected to the U.S. House of Representatives in 1986, Jon went on to serve four terms representing Arizona's 4th District before winning election to the U.S. Senate in 1994. Over three Senate terms spanning nearly two decades, he sat on the Intelligence, Judiciary, Finance, and Armed Services committees, earning a reputation for mastery of legislative detail that few in either chamber could match. His Republican colleagues unanimously elected him Senate Minority Whip in 2007 — the second-highest position in the Republican caucus — a role he filled with his characteristic quiet effectiveness. Time magazine named him one of the ten best senators in the country in 2006, calling him "the Operator" — a title that captured his gift for getting things done without seeking the spotlight. Among his most enduring accomplishments was his decades-long leadership on Western water policy. He helped shape Arizona's groundwater management code in 1980 and authored the Arizona Water Settlements Act of 2004, which provided the largest tribal water rights settlement in U.S. history for the Gila River Indian Community. A man of deep faith and abiding civility, Jon was never heard to disparage a colleague. He believed — and proved — that a legislator could shape the arc of history without ever demanding center stage. Jon Kyl is survived by his wife Caryll, their children John and Kristine, and four grandchildren. He died on September 17, 2026, at his home in Phoenix at the age of 84. Arizona, and the nation, lost one of its most thoughtful and consequential public servants.

One of the most technically and politically challenging of all Tribal water settlements would not have been possible without Senator Kyl's skillful leadership.

Jon Kyl was one of the most diligent and effective public servants Arizona has ever had. I was honored to follow him in the U.S. Senate, where his example of seriousness, integrity and devotion to public service was known to all.
