Jennifer Monserrate

Jennifer Monserrate was a tireless public servant, a pioneering politician, and a deeply compassionate presence in the lives of the people of Taleigao, Goa. Born on 24 March 1970 in Santacruz, Bombay — the city that shaped her early years — she would go on to become one of the most consequential women in Goa's political history. Jennifer entered public life in 2005 when she was elected Chairperson of the North Goa Zilla Panchayat, before being elected unopposed as Sarpanch of the Taleigao village panchayat — a testament to the deep trust her community placed in her. In 2012, she made history by winning a seat in the Goa Legislative Assembly on an Indian National Congress ticket, becoming the first woman MLA ever elected from the Taleigao constituency. That same election also returned her husband, Atanasio "Babush" Monserrate, to the assembly — making them the first husband-and-wife pair to be simultaneously elected to the Goa Legislative Assembly. In July 2019, Jennifer joined the Bharatiya Janata Party along with nine fellow Congress MLAs, a defining political realignment. Following that transition, Chief Minister Pramod Sawant appointed her Cabinet Minister for Revenue, Information Technology, Labour and Employment — making her the only woman in his cabinet at the time. She simultaneously served as Chairperson of the North Goa Planning and Development Authority. In 2022, she won the Taleigao seat for a third consecutive term, cementing her legacy as the constituency's most enduring elected voice. Known as an accessible and warm legislator, Jennifer was devoted to practical governance. She spoke often of making government offices people-friendly and ensuring the sick and needy were never left behind. Those who worked alongside her remembered her resilience, warmth, and unyielding commitment to the people she served. After a prolonged illness borne with quiet dignity, Jennifer Monserrate passed away on 19 July 2026 at a private hospital in Dona Paula, Goa. She was 56 years old. The Government of Goa declared two days of state mourning in her honor. She is survived by her husband and her sons, Rohit and Amit Monserrate. Her memory endures in the constituency she devoted her life to building.
