Souvenirs

While it was not the business of the monarchy to be too avant garde, it could not afford to be too far behind the times either.

Sir William Frederick Payne Heseltine was born on 17 July 1930 in Fremantle, Western Australia, to Louise (née Payne) and Henry Heseltine, both teachers whose strong sense of public service shaped the man he would become. He spent his early years partly in the small bush town of Wyalkatchem, where his father was headteacher — humble beginnings that gave him what colleagues would later call an easy, informal Australian manner quite unlike anything the corridors of Buckingham Palace had seen before. Educated at Christ Church Grammar School in Claremont and then the University of Western Australia, where he earned a first-class honours degree in history, Heseltine entered the Australian Prime Minister's Department in 1951. From 1955 to 1959 he served as Private Secretary to Prime Minister Sir Robert Menzies, establishing himself as one of Australia's most capable young civil servants. A secondment to Australia House in London in 1960 opened the door to a life he could scarcely have imagined: in 1964 he joined Buckingham Palace as a junior press officer, beginning an extraordinary twenty-six-year ascent through the royal household. He rose from Assistant Press Secretary (1965) to Press Secretary (1968), then to Assistant Private Secretary (1972), Deputy Private Secretary (1977), and finally to Private Secretary to the Sovereign and Keeper of the Queen's Archives from 1986 to 1990 — the first Australian ever to hold that office. Along the way he helped reshape the monarchy's relationship with the modern world. He organised the landmark 1969 Royal Family television documentary, watched by some 68 per cent of the British public, and pioneered the concept of the royal walkabout during the 1970 tour of New Zealand and Australia, permanently changing how the Crown engaged with its people. Queen Elizabeth II called him "My Bill." He continued to write to her, and she to him, until her death in September 2022. Few courtiers in the twentieth century left a deeper mark on the institution they served. Appointed to the Privy Council in 1986, Heseltine was invested as a Companion of the Order of Australia (AC), a Knight Grand Cross of the Royal Victorian Order (GCVO), and a Knight Grand Cross of the Order of the Bath (GCB), all in recognition of a career defined by discretion, dedication, and an instinct for what the times required. After retiring in October 1990, he returned to Western Australia, settling quietly in York. He died on 2 October 2026, at the age of 96, survived by his wife Diana (née Loftus, married 2016) and his two children, John and Sophy.

The Guardian

Sir William has a strong claim to have been one of the most consequential royal courtiers during the reign of Queen Elizabeth II, and was perhaps her favourite.

Bill had such an easy manner with the queen. He would come up from the back of the plane and plonk himself down to go over the newspapers with her. But he was never disrespectful.
