She led with compassion, conviction, and a deep love for Delaware.

Patricia "Patti" Blevins was a trailblazing Delaware politician, devoted public servant, and tireless champion for those whose voices too often went unheard. Born on February 21, 1954, in Wilmington, Delaware, she grew up to become one of her state's most consequential lawmakers — defined not just by the offices she held, but by the lives she changed. Patti attended Mount Pleasant High School before earning a Bachelor of Arts in Psychology from Temple University in 1975. She entered public life through local government, serving on the Elsmere Town Council and as Mayor of Elsmere from 1985 to 1990 — roles that sharpened her instinct for practical, people-centered leadership. In 1990, she won election to the Delaware State Senate representing the 7th district, a seat she would hold for 27 years. In the Senate, Blevins rose steadily on the strength of her integrity and collaborative spirit. She served as Majority Whip from 2007 to 2009, Majority Leader from 2009 to 2012, and in 2013 made history as Delaware's first woman ever to serve as Senate President Pro Tempore — a position she held through 2017. Colleagues remembered her as someone who listened before she spoke, trusted her staff, and commanded respect by showing it to others. Her legislative legacy is woven into the fabric of Delaware family law. She helped create the Delaware Domestic Violence Coordinating Council in 1993, sponsored the landmark Childhood Lead Poisoning Prevention Act in 1994, and helped establish the Office of the Child Advocate. She fought for domestic violence victims, championed marriage and gender equality, advanced equal pay, and pushed reproductive health rights forward. In 2003 she received special recognition from the Delaware Small Business Development Center, and in 2004 she was inducted into the Delaware Women's Hall of Fame. Beyond the Senate chamber, Patti was a proud mother and grandmother, a devoted dog lover, and a lifelong Philadelphia Phillies fan who cheered her team with the same loyalty she brought to her constituents. She spent her final year in public service directing Delaware's Office of Animal Welfare before stepping down to be with her family. Patti Blevins passed away on October 7, 2026, at age 72. Governor Matt Meyer ordered Delaware flags lowered to half-staff in her honor. She is survived by her husband, Michael, and the countless Delawareans whose lives she made better — her truest and most enduring legacy.

Governor Matt Meyer

Delaware lost a true public servant with the passing of Patti Blevins. From serving on the Elsmere Town Council and as Mayor of Elsmere to nearly three decades in the Delaware Senate, where she rose to become President Pro Tempore, Patti devoted her life to our state. Patti led with compassion, conviction and a deep love for Delaware. Her decades of service helped shape our state, and her legacy lives on in the communities she served, the people she mentored and the countless Delawareans whose lives she touched. Whether fighting domestic violence or advocating for animal welfare, Patti dedicated her life to standing up for those whose voices too often go unheard.

Senate President Pro Tempore Dave Sokola, Senate Majority Leader Bryan Townsend, and Senator Nicole Poore

Throughout her service to Delaware, Patti Blevins proved that strength and power could flow from kindness and mutual respect. As a Councilwoman, then Mayor of Elsmere, and later just the second woman to lead the Senate in our State's history, Patti proved that listening, learning, and empowering others were foundational to successful leadership. Patti commanded respect because she showed it to others. She could be trusted with her word, and could always be counted on to do the right thing. And while she led fiercely on issues like domestic violence prevention and animal rights, she also encouraged her colleagues to lead in their areas of expertise. Similarly, she deeply trusted and respected her staff and often sought out their counsel and perspective. The result was a deep loyalty and affection from many staffers that endured well beyond her Senate service. Serving alongside Senator Blevins was an honor, and each of us has learned so much that we've tried to carry forward as legislators. But there was even more to love about Patti as a friend. She was a proud mother and grandmother, a dog lover, and a baseball fan who loved her Phillies. She worked hard to make the Senate feel like a family, and today our family mourns the loss of one of the very best to ever do this work.

House Speaker Melissa Minor-Brown, House Majority Leader Kerri Evelyn Harris, and House Majority Whip Ed Osienski

Senator Blevins was a trailblazer. She began her tenure with the General Assembly in 1990, and served for 26 years, including 4 years as Senate President Pro Tempore. She was the first and only woman in our state to hold that position. In 1993, she helped to create the Delaware Domestic Violence Coordinating Council, which closed significant gaps in the state's response to domestic violence. In 1994, she sponsored the Childhood Lead Poisoning Prevention Act, which was the first legislation in Delaware to require all children to have a blood lead test at or around the age of 12 months. In the same decade, she aided in the creation of the Office of the Child Advocate. By the time she left office in 2017, Sen. Blevins' tireless efforts in building upon and improving her legislative work created such a strong foundation to support Delaware's continued efforts in protecting victims of domestic violence and abuse, honoring marriage and gender equality, fighting cancer, and much, much more.

Senator Lisa Blunt Rochester

I'm deeply saddened to hear of the passing of Patricia "Patti" Blevins. In her roles as a State Senator, Mayor, Town Councilmember, and advocate – she dedicated her life to best serving the Town of Elsmere and the First State. It was a privilege to have worked alongside her throughout the years in our shared endeavor to strengthen Delaware. I admired Patti for her fair leadership, collaborative policy approach, and most of all her deep love for our state of neighbors. She leaves a lasting legacy of fighting to protect our most vulnerable and building safer communities. Her spirit of service will endure through the countless lives she has touched.
