विमल भाई अमर हैं! हमारे दिलों में! आज़ादी और न्याय के लिए हमारे आंदोलनों में!

प्रतिरोध के इंद्रधनुष को सलाम: विमलभाई (1962 से 2022)

15 अगस्त, 2022: नई दिल्ली: बहुत दुःख के साथ हमें साझा करना पड़ रहा है कि जाने-माने सामाजिक और पर्यावरण कार्यकर्ता विमल भाई की आज एम्स, नई दिल्ली में देहांत हुआ। विमल भाई और उनकी देखभाल करने वाले सभी लोगों के लिए पिछले छ: दिन बेहद कठिन थे, जब विमल भाई जीवन के लिए संघर्ष कर रहे थे। हमें विश्वास है कि डॉक्टरों ने उन्हें बचाने की पूरी कोशिश की, लेकिन कई अंग खराब होने के कारण, उनके शरीर ने हार मान ली। 10 अगस्त को उन्हें सफदरजंग अस्पताल ले जाया गया था और उसी शाम उन्हें फेफड़े, गुर्दा और किडनी आदि से संबंधित गंभीर जटिलताओं के कारण एम्स में भर्ती कराया गया।

जब से विमल भाई के अस्वस्थ होने की खबर सामने आयी है, देश भर से लगातार आते चिंता, आशा और प्रार्थनाओं के सन्देश यह दिखाता हैं कि विमल भाई ने हजारों लोगों के जीवन को व्यक्तिगत और राजनीतिक रूप से प्रभावित किया। गंगा हो या नर्मदा, नदियों के मुक्त रूप से बहते रहने के प्रति उनका जुनून चार दशकों से अधिक समय तक चलते हुए, उनके काम की पहचान बन गया है। उन्होंने नदियों पर आधाधुंध तरीके से निर्मित बांधों और प्रदूषण का लगातार विरोध किया और खासकर टेहरी-गढ़वाल इलाके, उत्तराखंड में माटू जन संगठन से जुड़कर ‘विकास’ की प्रक्रियाओं में आम जन की भागीदारी के अधिकार के लिए लड़ते रहे। 

विमलभाई ने वास्तव में अपने संघर्ष और एकजुटता के काम में प्रतिरोध के इंद्रधनुषीय रंगों का प्रतिनिधित्व किया। बांध विरोधी और पारिस्थितिक आंदोलनों में सक्रिय आयोजक होने से लेकर खोरीगांव के बस्ती वासियों के संघर्ष तक, राजस्थान में खनन विरोधी संघर्षों में मदद करने से लेकर ‘अमन की पहल’ के माध्यम से नफरत और सांप्रदायिक हिंसा के खिलाफ अभियानों में सबसे आगे रहना, ट्रांस और क्वीअर अधिकारों के लिए खड़े होने से लेकर राजनीतिक बंदियों की रिहाई का समर्थन करने और कश्मीरियों के आत्मनिर्णय के अधिकार पर जोर देने तक, वह हमेशा लोगों और प्रकृति के साथ थे। वे कई वर्षों से NAPM के राष्ट्रीय संयोजकों में से एक थे। उन्होंने कई LGBTQIA+ प्राइड मार्च में गर्व के साथ भाग लिया और क्वीअर आंदोलन और अन्य आंदोलनों के बीच एक महत्वपूर्ण सेतु की तरह बने रहे।

प्रचंड महामारी के पिछले दो वर्षों में, राहत कार्य के साथ-साथ, उन्होंने खोरीगांव के उन हजारों परिवारों की सहायता करने में खुद को झोंक दिया, जिन्हें बेरहमी से बेघर कर दिया गया और उचित पुनर्वास से वंचित रखा गया। खोरी वासियों द्वारा प्यार से ‘काकाजी’ बुलाये जाने वाले विमल भाई का खोरी के बच्चे, बूढ़े और जवान साथियों ने दिन-रात अस्पताल में ध्यान रखा और उन्हें बचाने के लिए हर संभव कोशिश की।

उनका अंतिम पत्र 25 जुलाई, 2022 को नई राष्ट्रपति द्रौपदी मुर्मू जी को लिखा गया था, जिसमें उन्होंने आदिवासियों पर दमन को समाप्त करने, पांचवे अनुसूची क्षेत्रों में उनके अधिकारों को बनाए रखने, और आदिवासियों के अद्वितीय सांस्कृतिक, भाषाई, धार्मिक जीवन शैली की सुरक्षा के लिए ठोस कदम उठाने का आह्वान किया था। वह दशकों तक नर्मदा संघर्ष के दृढ़ समर्थक रहे और उन्हें उम्मीद थी कि राष्ट्रपति नर्मदा जीवनशालाओं के आदिवासी छात्रों से मिलेंगी, ताकि मौजूदा सरकार द्वारा नर्मदा अभियान पर गलत तरीके से किए गए हमले को वह समझ सकें।

हमेशा सादा और गैर-उपभोक्तावादी बने रहने वाले विमलभाई अक्सर उन आंदोलन साथियों के लिए 'गो-टू' व्यक्तियों में से एक थे, जो धरने, प्रदर्शनों और प्रतिनिधिमंडलों की योजना के साथ दिल्ली आते थे। उनका घर हमेशा सभी आंदोलनों के कार्यकर्ताओं के लिए खुला रहता था। वह एक उत्कृष्ट रसोइया, कलाकार, कवि, डाक्यूमेंट्री निर्माता, प्रचारक, मित्र- एक पैक में सब थे। एक आंदोलन कार्यकर्ता के रूप में अत्यंत कुशल, वे अधिकारियों और संस्थानों को लोगों के अधिकारों और देश के जनवादी कानूनों के प्रति जवाबदेह ठहराने के लिए सभी लोकतांत्रिक साधनों का सुघड़ उपयोग किया करते थे। वह ऐसे व्यक्ति थे जो  'संघर्ष-निर्माण' के ज़मीन से लेकर अदालतों व संसद तक हिलाने में दृढ़ विश्वास रखते थे। सुप्रीम कोर्ट और एनजीटी के कई फैसलों, कानूनों पर उनकी छाप निश्चित रूप से देखी जा सकती है। वह हमेशा युवाओं के साथ जुड़ने और उन्हें प्रशिक्षित करने के लिए उत्सुक रहते थे और हममें से कई लोगों ने वर्षों से उनके साथ अपने जुड़ाव से बहुत कुछ पाया है।

हम उनके परिवार के सदस्यों, आंदोलन सह-यात्रियों और पूरे भारत और उसके बाहर के दोस्तों के प्रति अपनी गहरी संवेदना व्यक्त करते हैं। खोरीगांव के वासियों, दिल्ली सिविल सोसाइटी के लोगों, वकीलों, डॉक्टरों, एम्स और सफदरजंग में मेडिकल स्टाफ और  कार्यकर्ताओं को ज़िंदाबाद, जिन्होंने विमल भाई को वापस लाने की उम्मीद के साथ चौबीसों घंटे काम किया। विमल भाई, हम आपको हमेशा याद करेंगे, और हम आपको अपने दिलों में, हमारे चल रहे संघर्षों द्वारा संजोएंगे, क्योंकि हमारे पास अपने लोकतंत्र को फासीवादी और कॉर्पोरेट हमले से, गहराते पारिस्थितिक और जलवायु संकट से बचाने के अलावा कोई विकल्प नहीं है।

Respect and Salaam to Vimal Bhai - A friend of Mother Earth and fellow beings

We are in shock and disbelief that Vimal Bhai, our co-traveller and a leading activist who worked with marginalized communities as well as to protect the environment is no longer with us. He passed away on 15 August 2022 at All India Institute of Medical Sciences, New Delhi due to multiple organ failure.

Vimal Bhai's early days with the environmental movement were closely associated with the noted Indian environmentalist late Shri Sunder Lal Bahuguna, of the Chipko Movement. He was so inspired by him that he moved on to work relentlessly with the Narmada Bachao Andolan (NBA). Many of the notable protests of the Narmada struggle in New Delhi and elsewhere had Vimal bhai in a key role especially against the World Bank as well as at the Ministry's like, the Ministry of Water Resources, Ministry of Environment Forest & Climate Change and others. 

Vimal bhai played an instrumental role in organising people against the destructive mega hydroelectric projects and dams on River Ganga and many of her tributaries especially in the Tehri, Garhwal region of Uttarakhand. His contributions were valuable in saving the rivers of the fragile Himalayan Ecology. His role as a supporter of the Narmada Bachao Andolan (NBA) is definitely unparalleled. His support was not limited to environmental movements alone but was also a bridge to multiple other sister movements for instance his open support towards the queer rights movement was very well known and he did participate mostly all the queer pride marches in Delhi. His motivation to propagate communal harmony is to be noted. During Covid as well as post Covid he was very active with the Khori Gaon Struggle and till his last breath he kept on working on the anti-displacement actions against the non-people oriented government dictates.

A true Gandhian by nature, Vimal Bhai was always seen with a Charkha and Khadi Kurtas in all the protest sites or even in meetings. He was also always in front of any action-oriented initiatives as he always believed that change only occurs when the masses come to the streets and demand what is just. He was courageous and did not fear man - made prisons as he believed in the cause for fuller humanity. In fact there were instances where he would initiate actions even if no one accompanied him as he was very convinced  about the relevance of it. He also filed cases in the National Green Tribunal (NGT) and at the Supreme Court of India as he was someone who believed in holding institutions and state accountable and used every mechanism from streets to legal to challenge them. He pointed out various flaws in the Environmental Impact Assessment (EIA) and ensured that the EIA's are accessible to people, He used his experiences on the ground to reflect them in policy critiques, alternatives and so on and we can see his imprints on many environmental legislations and so on.

He was one of the pillars of the National Alliance of People’s Movements (NAPM). His style was unique where he stitched his own clothes preferably in khadi and was also extremely creative in painting as well as engaging communities in nature based livelihood options. He was also a poet, writer, translator and his charisma lies in building people to people relationships.

Throughout his life he was a true Friend of Mother Earth and fellow beings.
