Recuerdos

He sought to prevent the economy from collapsing further — and gave a lifetime to that cause.

Cesar Enrique Aguinaldo Virata was born on December 12, 1930, in Kawit, Cavite — the historic town where his granduncle Emilio Aguinaldo declared Philippine independence in 1898. Grandson of General Baldomero Aguinaldo and grandnephew of the first Philippine president, Virata carried a name inseparable from his nation's founding story, yet built a legacy entirely his own: as economist, educator, and the longest-serving finance minister in Philippine history. He graduated cum laude from the University of the Philippines in 1952 with a degree in Mechanical Engineering, then crossed the Pacific on a Mutual Security Administration fellowship to earn his MBA from the Wharton School of the University of Pennsylvania in 1953. Returning home, he joined SyCip Gorres Velayo & Co., where he built the firm's management services practice, before being drawn back to UP to serve as Dean of the College of Business Administration from 1960 to 1967. There he instituted the MBA program at UP Diliman — a program that would shape Filipino business leadership for generations. On February 9, 1970, President Ferdinand Marcos appointed Virata Secretary of Finance. He would hold the post for sixteen years — longer than any finance minister in the country's history — managing the national budget, restructuring sovereign debt, and championing hydroelectric power to wean the Philippines off imported energy. He represented his country at the World Bank and the Asian Development Bank, chaired the joint World Bank-IMF Development Committee from 1976 to 1980, and chaired the ADB Board of Governors in 1979. On June 30, 1981, he became Prime Minister while retaining the Finance portfolio, serving in both roles until the EDSA People Power Revolution ended the Marcos government on February 25, 1986. Unlike many of his contemporaries, Virata did not retreat from public life after 1986. He returned to teaching at UP, joined the board of Rizal Commercial Banking Corporation — where he served as Corporate Vice Chairman until his death — and remained an active voice for sound economic policy through the Foundation for Economic Freedom. In 2013, the UP Board of Regents renamed the College of Business Administration the Cesar E.A. Virata School of Business, a tribute he called the honor of his professional life. Away from public affairs, Virata was an accomplished tennis player, a devoted member of the Philippine Independent Church, and a tireless preservationist of Cavite's heritage. In 1984 he donated the ancestral home of Baldomero Aguinaldo to the National Historical Institute; it stands today as the Baldomero Aguinaldo Shrine. He is survived by his wife Phylita Joy Gamboa, their children Steven Cesar, Gillian Joyce, and Michael Dean, grandchildren Enzo, Danni, Xavi, and Diego, and great-grandchildren Coco and Sierra. Cesar Virata died of natural causes on October 2, 2026, at the age of 95 — still engaged, still advising, still committed to the institutions he spent a lifetime helping to build.
