Biography


 


Tim Jassko-Fisher passed away suddenly from an unexpected medical condition on Sunday, October 23, 2022. Tim went peacefully surrounded by his wife Kristen Allott, daughters Sarah Marie (Jaasko-Fisher) Welch and Emily Ann Jaasko-Fisher, Athena Rose Welch, Devin Welch, and Will Spencer.


Tim’s family has lost their rock. Tim radiated deep joy and love for his family. Tim’s eyes would sparkle, and he would smile and laugh when hanging out with or talking about Kris. He was an awesome father. He spoke daily to his daughters and loved engaging with them about how they are manifesting their lives and living their dreams with his unconditional support and love. He cherished spending every Tuesday with his granddaughter Athena. Tim loved and valued his parents, Thomas Michael and Theresa Ann (Wojtalik) Fisher, and his siblings, Tracey Ann Fisher, Daniel (Day) Fisher, Michael Fisher, and Adam Fisher, and the mother of his girls, Heather Jaasko.


Tim’s friends have lost a chosen brother. In his personal relationships, he was loyal, kind, supportive, honest, vulnerable, strong, creative, playful, and present. He was committed to helping people be their best self. He was that “Yes, and …” guy, who was always open to hearing a different idea. He was that “Call me whatever and whenever you have need…” guy, who was always good listener with sound advice. He was that “Go for it! You’ve got this!...” guy, who was always there a nudge and cheer. And he was that “Let’s go enjoy a walk and talk…” guy, who, no matter long the separation, always felt connected.


The legal profession, courts and child welfare systems, both locally and nationally, have lost a visionary and a role model for civility and innovation. He was driven to help people and systems adapt to change using positive and practical processes. Tim’s work was rooted in the thoughtful application of adult learning theory, complexity science, and the use of social engagement tools such as Liberating Structures. Tim was a gifted training program developer, presenter, and facilitator.


Tim began his professional life as an Assistant Attorney General in Washington State.  He went on to be the founding director of the Court Improvement Training Academy at the University of Washington School of Law. He then served as Senior Director of Curriculum and Programming for the Civility Center for Law/Robert's Fund at Seattle University School of Law where he played an integral part of creating and facilitating the Italy seminar as well as the other civility programs and consultations the Center offered. In 2017, Tim realized his dream of founding his own consulting firm, TFJ Consulting. Among other projects, for the past 7 years, Tim worked as the Director of Internal Capacity Building for the Child Welfare Capacity Building Center for Courts, where he has worked as part of a team to develop an effective and replicable change management process, meaningful learning communities, and a better framework for understanding how best to assess and benefit from collaborative opportunities.

Throughout his life, Tim has touched the hearts of countless people. He will be remembered for his positive energy, enthusiasm, and enjoyment of this present moment. It is hard to imagine a world without Tim's laugh, energy, and light. He truly made a positive difference in the world.

I have retired and news travels more slowly to me these days. I was so sad and shocked to hear about Tim's passing. I hired Tim to be the founding director of CITA at UW Law and I came to know him well as he forged the vision for what CITA would become. There could not have been a better founding director than Tim. He was innovative and passionate. He brought his authentic self into everything he did. He created communities all throughout the state and he brought so many new methods of engagement that left every region in which he worked better able to communicate and work together on the issues that were uniquely theirs. He was a motivating, empowering and tireless facilitator, for sure, but I also remember how much he loved his daughters and how proud he was of them. I especially remember one time when he was so proud of his daughter's rendition of the cup song. He had a recording of it and shared it with me. He was simply glowing with pride and admiration as we huddled at his desk and watched it. That's the Tim I will remember most and I know that you will too. I know you know how well Tim loved you all. My heart is breaking for your loss.

I have had the privilege of working closely with Tim over the last year. He took me under his wing and made extra time to mentor me. He was a really gifted teacher and leader. He found ways to help me discover my value in our work together and the courage to ask questions in places I wouldn’t have so I could understand and grow. I thoroughly enjoyed watching him pull adversarial groups together, engaging them in activities that created shared goals and achieved meaningful outcomes. He was brilliant at connecting with people and asking thought provoking questions that changed the way you perceived things. Things just won’t be the same without him. Not only was Tim, ¨Timoteo¨, one of my all-time favorite students, but he also quickly became my friend. This is a picture of one of his last Spanish classes with us. He is telling us about his experiences in Puerto Rico. He was so proud to be able to use his Spanish and to help translate. HE was vibrant and a fantastic story-teller, as you can see by the looks on the other students´ faces. I loved his positive energy and enthusiasm. He often shared about his family and his work, which he loved dearly. It was so wonderful getting to know him through classes and emails. Tim’s passing is unbelievably sad news. Grief and denial are mixed.
We never met in-person; we were complete strangers when, in October 2021, Keith McCandless introduced me to Tim, to help quench my thirst to learn more about Liberating Structures. A retired professional, I was then a student at Pepperdine University’s Law School.
Tim offered his time in monthly zoom meetings with me, volunteered to answer my questions, share his vast knowledge and deep insights, all of the goodness of his heart, including me every time patiently, with a smile, making light of his effort. He opened the door for me, to become a competent Liberating Structures’ practitioner, which I aspired to, in order to diffuse conflict navigation / conflict competence skills.
I am so very grateful Tim’s path and mine crossed this year. Last August I was honored to co-host with Tim a Liberating Structures meeting with the Central Texas user group. He was, as always, supportive, professional, so very generous. I will carry these memories with gratitude.
My deepest condolences to Tim’s family. I know how much you meant to him. I share your grief.

I met Tim through the Liberating Structures community. After a time, he invited me in to work with a team he was leaving at the UW. My previous experiences with lawyers and law schools did not prepare me for the magic that Tim and his team had created at the UW. Tim could intellectually understand and pierce the domain, AND do it with this fountain of humanity at the same time. He was clear and tender.

We had a chance to co-facilitate a massive immersion before the LS Global Gathering (image attached) and it was amazing to watch how Tim practiced LS.

Before COVID messed with our plans, I was so excited that we would be planning and offering a Liberating Structures immersion in the S. Sound. When someone approached me about work in child welfare, I unhesitatingly sent them to Tim, the master. He handled the knarliest work.

I remember when Tim told me the protein story and about Kris. Again. And Again. I. WAS. BLOWN. AWAY. The insights. The intellect and intuition.

So much love to Kris and the family, close and extended and of choice and biology. Tim left a big hole.

I had the good fortune of learning from Tim over the years. We first met when I was a new AAG, and I got to watch him teach a room full of social workers the basics of child welfare law. He was a lively trainer, keeping people engaged, inviting them in to engage in the subject, and elevating their experiences. I have since tried to emulate his teaching style when I've led trainings. In later years, Tim generously invited me and others to learn about Liberating Structures, again teaching us how to engage our colleagues to help them learn and grow. I have attended many trainings Tim led, as well as meetings that his work inspired. I am forever changed by his work. He was a good egg, and will be deeply missed.

I met Tim in graduate school in 2009. In the first, we had a “future vision” assignment where we were to envision the next 10 years of our lives. Rather than looking forward, we were to imagine ourselves sitting on a beach, contemplating all that had occured in the last 10 years. The idea was by using this method rather than looking forward, we would free ourselves from doubts and imaging barriers. I remember Tim had this display full of optimism and hope where Sarah and Emily’s happy lives were promonently displayed. Now, looking back on those 10 years, it sounds like the themes he presented and the beliefs he had for the next decade came true. I imagine him now sitting on that beach, feeling good about the last decade. I just wish the assignment had been for 30 or 40 years, not 10, as there is no way Tim would leave an assignment incomplete. Thank you Sarah, Emily, Kris, and Heather for sharing him with me. I met Tim in 2009 when we were in the same cohort of the Organization Systems Renewal (OSR) graduate program at Seattle University. Over the course of our 2-year program, I witnessed his deep caring for his family, his keen intelligence, his gentle spirit, and his fierce advocacy for children and their families.

Tim never turned away from the "wicked problems" in the court system and in our society. Instead, he leaned in and looked for colleagues and allies to join forces and find ways to improve these very complex systems. I learned so much from Tim as he shared the work he did and his firm belief that positive change was possible.

I last talked to Tim in March 2021. He and I both attended a Zoom event hosted by the Seattle University alumni association. Immediately afterwards, he reached out and said, "Let's do a Zoom coffee break next week." We did, and it was wonderful to spend an hour together catching up and sharing memories from our OSR days. It's no surprise that his joy and pride were most evident when talking about his family.

And now we grieve. I extend my deepest sympathy to his family, colleagues, and many friends. I will be forever grateful for knowing Tim.

Tim was an outstanding person. I was fortunate to work with Tim in both Kitsap and Pearce counties. As an AGO Tim provided the legal support for dependent children who met 'Aggravated Circumstances' while h was my case load. I am deeply touched--and not really surprised--to read these tributes to Tim and to the amazing work he did and the amazing life he led. He was truly extraordinary. I met Tim in 2017 when he began volunteering his time to support and train a Liberating Structures Community of Practice in Olympia, a group that I had co-convened. He patiently guided us and provided much needed training and practice! In 2018, he did an LS 2 day workshop for staff at the Wa Dept of Commerce, my agency--and then offered to coach a group of us monthly for the next year--in person, as a volunteer! Amazing!!


And, I have had the privilege of partnering with Tim since July 2018 on supporting the statewide Child Care Collaborative Task Force, established in legislation to "research and make recommendations for increasing access to affordable, high-quality child care for all Washington families." Tim has facilitated all of the meetings of this diverse group these past 4 1/2 years, using Liberating Structures and his unique ability to get everyone participating and airing the issues, and then forging agreements. The Task Force has issued 5 reports, with groundbreaking recommendations, many of which have been enacted into law. He has been an integral part of the team supporting the effort, which has included working with multiple agencies, several work groups, child care providers, advocates, legislators, and many business and community representatives. It has been a tall task, to say the least. I am convinced that we would not have been able to come to agreement on many issues and recommendations without Tim's effective, low-key, sensitive and humorous facilitation. He was brilliant! He created a safe space that the participants came to rely on and trust. This was an essential ingredient for the success of the Task Force, and went all the way through our most recent meeting on Sept 30, where the group voted on its most significant recommendations yet. He cared deeply about this work and recognized how important early learning and quality child care are. He did so much more than what was required in his contract--working evenings, weekends, etc to address concerns and needs and to work with the staff team, tri-chairs and consultants to move the efforts forward. I really believe we wouldn't have been able to be this effective without Tim. He always believed we could effect change for good--and he was right! Tim was one of the most humble people I have ever known. He always deflected praise and kudos, saying he was just glad to be of help. Rare!!

I considered Tim to be a mentor, colleague and a friend. I was also fortunate to meet Kristen at the 2019 Liberating Structures conference, where we talked about her work (Protein for All)--and she encouraged me on what had been an especially discouraging morning at home that day. I remember thinking that she shares the generosity, kindness and positive spirit that Tim has--no wonder they found each other! I loved hearing Tim's story about meeting Kristen at an LS Group and how, when participants were asked to identify someone they'd like to have coffee with, Tim was surprised to find Kristen at his side, identifying him!!! What a great story!

I also loved hearing about his precious granddaughter (and their photo together on this page is so sweet). Tim's smile and joy was both constant and contagious. And the light in his eyes when he talked about her was pure delight!

I will miss Tim's sage advice, collaboration, tireless commitment to making the world better, especially for our kids, and his contagious smiles and belly laughs! I am fortunate to have known him.

I will not be able to attend the memorial tomorrow, as my family and I have Covid right now. If I could, I would be there, wearing bright turquoise, and bringing a colorful kite to wave in honor of the life of this very special man. My heart goes out to you all--you lost him way too soon, and I am so sorry.

I first met Tim in DC at the annual CIP Conference in 2013. I had just started working for WA Administrative Office of the Courts which included overseeing the CIP program. It was all new to me. Tim not only helped me navigate the DC subway system that day, but we also started our journey working together to improve the child welfare system in Washington State. He was such a great mentor. He helped me to understand the importance of parent voice in the family reunification process, and because of that I feel we made great strides in the State of Washington. I learned of Tim’s transition from this world yesterday. It has taken me a day to be able to write words. As I walked the beach thinking about Tim, I challenged myself to write a six-word story about Tim. Here is what came:

Brilliant light
Unwavering passion
Better world

To Tim’s family and dear friends, I am so sorry, and I share in your grief.

Like others who have shared here, I met Tim at graduate school. He was a member of Cohort 16 of the Organization Systems Renewal (OSR) graduate program at Seattle University. I was one of his faculty members.

One of the practices of adaptive leadership that we teach/continually learn is to bring your people along. Tim was a master at this. He never left anyone behind. Even when he knew the answer or had clarity on a promising solution long before the rest of us (which he usually did), he always brought us along, never made anyone feel lesser than, he was a teacher at heart, and one of those rare teachers who skillfully and compassionately brings everyone along.

I hadn’t seen Tim in a while, but two weeks ago this coming Sunday, several from our graduate school cohort gathered to celebrate a book writing. I’ll never forget Tim’s big hug and contagious smile upon greeting. During the gathering, Tim and I had a conversation outside on the deck and as he told me about his current work, I couldn’t help but smile because it was so clear that he was doing his Great Work in the world and living into his greatness. I asked him about the confluence of his law and OSR/leadership degrees and the ways in which both serve him and others. Without hesitation he responded (with a smile, of course) that studying and practicing law and leadership helped him be able to meet various stakeholders where they are, bring them together, and move from there toward a better future for all. Again, I smiled.

Finally, one of my favorite songs is from the famous musical Wicked in which there is a beautiful duet and the key lyrics are these:

…because I knew you, I’ve been changed for good.

This is certainly true for me. Because I knew Tim, I’ve been changed for good.

Tim was one of a kind. Intense, brilliant, creative, innovative, passionate, and also caring, compassionate, humble, family-first kind of guy. I am grateful to have been a close colleague and friend of Tim’s. He had a way of always leaving people empowered, more skilled and confident to take on the challenges in child welfare. He used his genius and beautiful spirit to inspire and include people. I learned from Tim, but more importantly I grew as a person from having known him. So many work trips, I would be comforted knowing Tim would be there, working his magic from in front of the room, and generating leadership behind the scenes so that we’d all get better. He created a space of compassion and support. How everyone else was doing was always more important than his ego. I’ve never met anyone quite like Tim. He was so admired in our community and by me, but there was a humility to Tim. I know I’m not alone in saying that he forever changed me, and I believe the difference he made with the countless people whose lives he touched lives on.

I am so sorry to hear about the loss of a great man that was an inspiration to many. I met Tim in 2006 in Vancouver, WA. I was a social worker and he represented the department as our AG. He worked closely with our HQ team a few years later in the development of a practice model. I have had the great privilege of training alongside him over the years. Fast forward, I was able to reconnect with Tim when I joined the Center for States. He sacrificed his own time for several months to coach me on facilitation. Good Afternoon,

My name is Sandy Moore and I am the Court Improvement Program Director for Pennsylvania. I was privileged to meet Tim a few years back when he presented at one of our national conferences. His approach was intriguing, and his energy was contagious! After that experience a group from PA joined Tim in Washington DC to learn about Liberating Structures (LS). Tim was simply amazing. Our time with Tim completely changed how we operated in Pennsylvania. He did so very much to help us and the thousands of children and families with whom we work. His work in Liberating Structures was a game changer for us. I recall coming back from our learning session with him and immediately changing how we operated our State Roundtable (PA’s CIP Advisory Board) and most other gatherings we did. Some weren’t sure Tim's approach would work with our child welfare administrators and judges, but it worked beautifully. Tim encouraged us to have faith and simply try. He was right (as he typically was about things). Who would have ever imagined judges and administrators would look forward and be so creative with “monsters”!?!

More recently, Tim helped us with not one but three Judicial Academy’s on Reasonable Efforts! Even though the information for all three academies was the same, my staff and I participated in all three (primarily to watch Tim). He was also full of energy and talent! Working with us in EST meant Tim had to be awake and on point at some crazy hour his time…I think 5 am or something like that! He simply smiled and said no problem! He was an outstanding facilitator, educator, and friend. His gifts have left a lasting positive impact on Pennsylvania’s child welfare and dependency court system, and in so doing, helped the judges, lawyers, and child welfare professionals who are trying to improve the lives of children and families. He will be sorely missed by all of us.

Our thoughts and prayers are with Tim's family. Tim's eyes twinkled when he spoke of you. He was so very proud of you. It was fitting that his work was centered on helping other families. We are so very sorry for your loss.

Tim was my first cousin. We have always lived on opposite sides of the country, but we have been in-touch periodically through the years.

Tim was about 10 years older than me. I remember when Tim came to visit my family in Pennsylvania when I was a kid. I remember him teaching me how to use a star chart and binoculars to find star clusters that weren't visible to the naked eye.

I also remember asking Tim for advice on life when I was starting college and I didn't know what to do with myself. I started in an engineering major. As I recall, Tim had originally started college in engineering. He strongly advised me to switch career paths into something more people-centered, as he had done. I didn't ultimately take his advice :P But Tim was such a people person, I'm sure he made the right choice for himself.

My condolences to Sarah, Emily, Kris, Tom, Theresa, Tracy, Heather, and everyone else who loved Tim. Hope you can find some comfort in knowing what a positive impact Tim had on the world.

I met Tim in OSR at Seattle University. I literally just woke up in the middle of the night thinking about work and a training I need to facilitate in 2023. I share this because I was remembering when Tim helped me in 2018 or 2019 by presenting on implicit bias. I woke up thinking how good the training was because of Tim and i wondered what he was up to. He had a way of talking about hard things in the most non-judgemental way. My favorite moment with Tim was during this same visit, we shared a pre-training dinner and he gave life/perspective changing advice that I needed in that moment as a mom of very young children struggling with the fading of myself as an individual (versus only mom, wife, new legal aid director.) In short he said be yourself, show your family who you are because they deserve to know your authentic self and you deserve to live your authentic life. It was so liberating as so gently and honestly shared, over chips and salsa. Tim is a good man and I know he used his one precious life and truly made the world better. I am so sorry to hear his work here is done.

I met Tim in graduate school at Seattle U. He had a quick smile and a ready laugh. He was kind, compassionate and empathetic. He was brilliant and exhaustingly curious. I met Tim in Graduate School in 2009. We worked on many projects together. Here he is at a gathering on Oct. 16, 2022, doing what he did best: being present, deeply listening with compassion and curiosity. Tim was first a father. He loved his daughters and grand-daughter to the moon and back. He loved his family and his community. Tim was always kind and willing to discuss no matter what I threw his way! Always respectful and kind. I got to know him when we were young, opinionated boys in college - and no matter how many arguments I let him win, he won in the end by beating me at every damn racquetball game!!!! I remember holding onto political or social thoughts until our next dinner or event together so we could “discuss” - and despite my prior research on the topic he always ALWAYS knew more and was able to jump to a conclusion and defend it. It is truly devastating to hear about the loss of Tim J-F. He was one-of-a-kind. My most sincere condolences to the family.
I met Tim as a social worker and he was a new AAG. We worked together to start a new program for families involved in the child welfare legal system. My deepest condolences to Tim's family and friends. Over the years, Tim participated in countless conference calls, Zoom meetings, and the like that I attended, and often he was in a leadership role. He was always professional and passionate while providing practical advice for court improvement programs. I was in a Zoom meeting with him just days before his passing and I'm still stunned and saddened. He never hesitated to offer assistance and he would always encourage more questions. I first met Tim on this extremely difficult case that we shared thinking late 1990’s?? I was the social worker and he was my AAG at the time. We spent countless hours fighting this court case that we both “Believed in”. I would bring my tic tacs to share since we had to whisper to each other and after the awesome win- I told him I would support him 100% and our friendship and support remained for decades and anytime we would meet up I had tic tacs for him. We would both reach out on job changes and such. I loved it because he beamed when he spoke of his daughters and wife or involvement in their school. He was one of a kind and someone I will miss. His legacy will never be forgotten. May you have tons of memories that fill your family with smiles as I sit here smiling thinking of this great friend!! If I could go back in time I would have taken a photo when we went out to lunch to celebrate our victory.

Tim was a giant in his field. He was an amazing man, always focused on action to create change in systems that serve our nation’s most vulnerable children and families. So many of us in the field go to training after training and walk away knowing a bit more but not having great ideas about how to make change happen. Tim motivated his audiences to walk away with concrete steps to create that change. He could command a room of ten as well as a room of 200. His gentle yet powerful style was so inspiring. To Tim’s family - Tim was known nationwide as a true game changer. He will be greatly missed. Deepest condolences to you all.

I first met Tim in 2009 at a national court improvement meeting. Since that time, I've had the honor and privilege of working with him on various projects, including very closely over the last year. I went to grad school with Tim. We had an event a couple of weeks ago and I was able to see him and we walked out together. He gave me the biggest hug as we parted ways. He was as such a great a human being. To his daughters: The time we chatted, he spoke of both of you, beaming with pride about the amazing young women you have become. He loved you so much. I went to graduate school with Tim. I remember him always talking about his beautiful daughters. He was always very present kind and loving. He was very gentle but honest in his interactions with people. I remember him giving me specific feedback once and thinking how I was able to receive it because of the way it was delivered. He had a gift for that because no one before then was able to share feedback in such a way with me in which I was able to actually receive it and reflect. I just remember him being really funny caring and a nice guy. Terribly sorry for his family's loss.

I met Tim at a Liberating Structures week long conference in 2019 and he left a lasting impression on me - not only was he an excellent facilitator and led us in some amazingly executed exercises, but he was, in all my personal interactions with him, SO warm, curious and gentle - I wanted to keep connecting with him, and learning from him, and I'm pretty sure chose one afternoon session just because he was leading it. He was the one who noticed I was personally disturbed after one of the sessions - just because of my body language - and checked in on me and created the space for me to express how a traumatic gun shooting earlier in the day was affecting my ability to show up in a session. He made me feel seen - in the most respectful, kindest way possible. His death is such a devastating loss for the LS community in how he contributed to it and shaped it. My heart goes out to his family and all those who loved him and who he loved - please accept my deepest condolences.

I meet Tim in 1993 as first year law students. We shared an intense love for the search for knowledge and playing chess. We played well into the early morning hours and it was competition. One of my fondest memories was in the middle of finals we decided we had enough of the stress and studying and spontaneously drove to the Pacific Ocean to get away. I ended up getting a D for my final ... I am sure he aced his.

I'm not sure I have meet a kinder, loyal and more caring person than Tim. His love for those he cherish is unmatched, except, perhaps by the kindness to humanity and the deep desire to do good.

He left us way too soon, but his impact on is forever. I am so sad. Much love and compassion to this family and friends that share in this tragic loss. Such a great man.

I met Tim in 2000 when we were AAGs together. He was a wonderful supervisor and friend. He understood Diversity, Equity and Inclusion long before it was called Diversity, Equity and Inclusion. We served on the Diversity Advisory Committee at the AGO together. We stopped working together but never stopped being friends. Over the years we had wonderful exchanges about the law, life, and kindness. I signed up for many of his training sessions and learned something from each one. He loved his daughters, Sarah and Emily. He was so proud and loved to talk about you. He adored his granddaughter and was so happy to share the big news. I won't ever forget his smile, his laughter and his wisdom. Kristen, my heart goes out to you. I shall not forget his joy in introducing you to me as his fiancé. He is gone too soon. What a loss for us all; professionally a loss for the child welfare community and personally a loss for those of us who called him friend. I can't imagine the magnitude of the loss for you, his family. My heart goes out to you.

I worked with Tim more than 20 years ago for the WA Attorney General. Once I had a terrible humiliating experience with a demeaning commissioner and Tim calmed me and told me to let it go because it is not about us but about the kids we seek to protect and we must only focus on the kids. And then he married and took his wife's name and his wife took his name and Tim said it was only fair they share each other's names. Tim was and will always be a great teacher and a beautiful soul.❤️❤️❤️

I first met Tim approximately 18 years ago when I first took on the contract for AG services in Pacific County. Practicing in a rural county, with no experience, was always challenging. Tim was my go-to guy for guidance, and he always took my call, was uncommonly patient, and never made me feel like an idiot for asking whatever stupid question that I had. My father passed away unexpectedly on the day before one of my dockets in Pacific County. With almost no notice, Tim got in his car and drove down and covered my docket, on the fly, so that I could be with my family during our time grief. It was an act of kindness that I never forgot. My condolences to his family and friends, as he was a true gentleman and scholar.

I had the pleasure of working closely with Tim at the AGO, when we were both part of a team of lawyers representing Children's Administration. He was always (at the AGO and later) striving to make the child welfare and legal systems be the best they could be. We had such great conversations about law and the policies and politics of child welfare. His favorite conversations, though - the ones that made him smile and kept him going - were the stories about his girls. He would be just bursting with pride and love.
