With the heaviest of hearts my family and I had to say goodbye to our amazing dad today. After a tough battle with cancer our dad, Joseph Garcea has passed. He was a shinning light in every room he entered. With a heart so full of love and compassion it’s no question, the world lost an angel today. Despite his endless accomplishments, he had the humblest of spirits. He was able to be both the strong yet sweet, powerful yet kind, and brilliant yet silly. A true role model he had an impact on his community, his thousands of students and of course every individual who knew him. Not many can say they left this world a better place than they found it. We love you dad, you are irreplaceable.
While we understand this loss will be felt by so many, due to Covid-19 only family will be in physical presence at the funeral. However, we will live stream the service so that all who wish to join can be present. We will have a memorial at a later date.

I was deeply saddened to hear about Professor Garcea's passing. He was such an amazing teacher and someone who was always happy to answer questions or discuss politics outside of class or to write any number of reference letters (and always with a broad smile). He seemed to have unlimited time for his students. I was lucky enough to land in an Introduction to Political Studies course in my second year that he co-taught with Professor Story (an all-star combination if there ever was one). That class caused me to change my major and, as a result of the great mentorship and support that they both provided over the following years, led to an Honours degree in Political Studies and ultimately to graduate school at Oxford. I will always be grateful to Professor Garcea for his encouragement and support and for teaching me how to think critically and to write persuasively. My sincere condolences to his family.

We were so very saddened to here of Joe's passing. Both Dan and I knew him to be a kind, caring, and humble individual who deeply loved his family. Joe had a huge impact on the community as a whole. He will be sadly missed by so many of us. Our hearts and condolences go to Laurie and their family.

I just learned of this (Feb 15) while perusing the website of my old department. I am sad to hear about it. Professor Garcea was really nice man! I can't state that strongly enough. He was very supportive of me while I was a graduate student in the department (2007-2009) and always helped me to find work as a research assistant. When that ran dry over the summer of 2009, he hired me on to help organize his office. That was my greatest challenge at university so far, ha ha. Near the end of the summer, with me having a Master's but no job prospects, he asked me if I wanted to teach first year Political Studies classes at U of S. I was terrified but he had confidence in me and insisted I would do a good job. I don't know if I did (some students told me I made politics interesting so that is something) but Professor Garcea continued to give me classes for the following 2 academic years and even helped and encouraged me to teach at First Nations University in Prince Albert and at the U of R in Regina. I really enjoyed my time as a lecturer and look back on it fondly now. Having friendly and supportive colleagues is a big part of why I have such warm memories. I never met his family but I want to offer my condolences to them and make sure they know that he made a lasting impression in the lives of his students and colleagues, just as I am sure he did in theirs. He will be fondly remembered.

This is such a sad time for your family Laurie. I remember Joe as being a very kind and respectful person. Those qualities were displayed at all times as he coached David in junior soccer and we were happy to have him as coach for more than one year. He was very down to earth and not “professorial “ which did not downplay his expertise as a political scientist. My Dad died at a younger age so I have been in your kids shoes. I’m saddened by his passing and hope you guys are Ok.

It with sadness that we heard of Joe's passing.
As a founding member of the Pitchrippers Soccer Club he will be sorely missed. Pitchrippers Past and Present owe him a debt for starting the team over 20 years ago. We will miss his after games good natured comments and his attempts to coach , which none of us listened too.
Our sincere condolences to the family at this time.
Personally I always thanked him for his support in putting me forward as a Director and eventually President of SYSI.

Further to my earlier comment, this column appeared in the Nov. 30 editions of the Saskatoon Star Phoenix and Regina Leader-Post as "Prof's ideas on municipal reform stirred discussion."
The recent news and tributes after the Nov. 12 death of University of Saskatchewan political studies professor Joe Garcea noted that some of his research commissioned by the provincial government on municipal reform options was not well received by rural municipalities. In fact, his many policy recommendations were also of immense ongoing interest to the cities, towns and villages represented by the Saskatchewan Urban Municipalities Association (SUMA).
Garcea's approach was more wide-ranging than several other attempts to make changes in how municipal governments are limited in their power and financing ability, but the questions of whether and how to restructure these local councils remain unresolved today. The following excerpts tell the story, drawn from SUMA'S own history book, The New Urban Age.
"Professor Joe Garcea spoke to SUMA convention delegates in 2000 about several problems with the municipal system that the Task Force on Municipal Legislative Renewal had identified after almost 18 months of consultations with local governments and other stakeholder groups. Because municipal governments were `too fragmented' and there were too many inequities among them, he argued, it was very difficult to sustain an effective system of service delivery and to plan economic and social development.
"Garcea said that he was not going to champion the prospect of substantial cost savings from municipal reorganization. Instead, he said that the Task Force wanted to focus on the `lost opportunities' resulting from the mismatch between the limited capacities of smaller municipalities and the regional nature of our `economic communities.'
"The Task Force was looking toward a package of improvements, Garcea said, including: recognition of municipalities as an order of government; more local authority and power within an appropriate set of responsibilities; increased access to `secure and substantial' revenue sources; and consolidation into some form of regional structure. This would have to be considered as a `package deal,' Garcea emphasized. We needed to adopt either `all of it or none of it,' he said, because `cherry-picking' would not work.
"Many SUMA members, however, became more concerned with the call to reduce the number of urban and rural municipalities from more than 800 to `less than 125.' The Task Force recommendations looked toward organizing these new units into municipal districts with local community advisory councils. After a month of usually respectful but sometimes heated hearings, including one report of a group parading an effigy of the Task Force Chair outside the meeting hall, the SUMA Board responded.
"`The benefits of municipal restructuring will have to be demonstrated through pilot projects rather than imposed from any master plan,' President (and Regina City Councillor) Mike Badham said. The broader concern of the Board was the risk of letting the restructuring issue overtake other important items in the proposed package of reforms.
"By the time of the Final Report, however, Garcea softened the approach to acknowledge a `continuum' of possible responses ranging from `voluntary amalgamation' to `mandated amalgamation.' The Final Report also declined to recommend any preferred `model' for regional reorganization and left out the Interim Report's call for 125 units. SUMA regional meetings in June had reported that town and village representatives were more interested in seeing (voluntary) urban-urban and rural-rural amalgamations rather than the consolidation of urban with rural municipalities.
"Urban government leaders were not quite ready that year to adopt the picture of the future presented by the Garcea Task Force and other investigators, at least not the part aimed at municipal restructuring or the process recommended for getting there."
Some significant changes have been made over the last 20 years in revising provincial legislation governing municipalities and in securing greater revenues to fund municipal services. But the restructuring issue keeps resurfacing every decade because of the hope that regional integration might offer more than just cooperation among councils.

Prof. Joe Garcea agreed to be my mentor in early 2019 for the Teacher Scholar Doctoral Fellowship (TSDF). From the moment we met he epitomized what it meant to be a remarkable academic mentor. He led me through the learning opportunity of teaching POLS 328 Public Policy Analysis in the Department of Political Studies. I was impressed at his thoughtfulness and attention to detail during the application process and how he always made time (even at the end of the day) to discuss the course syllabus, lend me textbooks and share so many insights. He was honest about his own workload but generous with his time. It was always a fun experience to visit him in his full office with a small desk for his teaching assistant and a continual stream of visitors. I knew that he was a someone that others looked to for advice and conversation as Roy Romanow would regularly stop by. He had the respect of all members of the department.
I remember him saying once that when teaching it was first important to win hearts and then minds. He emphasized the importance of open office hours and being accessible to students - which I implemented. It was in these one-on-one sessions with students that I learned the most about teaching public policy analysis and the topics that students were passionate about. Prof. Garcea was always generous with words of encouragement. When there were areas for improvement that needed to be addressed, he always delivered them with finesse. One of the most memorable suggestions he gave me on my lectures was that they could use more voice variation and intonation. He suggested with a laugh that I add some “Italian-ness” to my delivery. It was a useful suggestion.
I was saddened to hear of Prof. Garcea’s passing and send condolences to his family at this time. Before his passing, I anticipated that I would continue to come to him for advice in the years to come. Even in the short time that I knew him, it was incredible to see how much of an impact he must have had over the years in the lives of hundreds if not thousands of students. It was such a privilege to have known him for even a short time.

It is with sincere condolences that I write to you. Professor Garcea was my thesis supervisor in 1998. I went on to use the research methodologies he taught me along with the model to find truth through multiple and thorough source analysis in my work. I work as a school principal in Calgary in a large high school. As we did research analysis yesterday together with our staff and I learned of his passing, I thought of him yesterday with gratitude. I am so thankful for the kind of professional integrity he taught me. I studied Citizenship Policy and worked as a researcher on Canadian Park Policy with him. I use my training from him everyday. It is his character as a human that stands out to me the most though - his generosity, hopeful and thoughtful nature. It was this training as a good person and leader that I rely on in these challenging times to support those around me. Thank you for sharing the wisdom of your husband, father and family member with his students. He will be deeply missed and always remembered.

I’m so sorry to hear about Joe. We were friends over many years. He attended an event when I retired and I remember being very pleased and somewhat surprised when he talked about the impact that I had on his career. I was surprised because I always felt that he had a significant impact on my career. He was just that sort of person. He made a major contribution to the discipline of political science, but the contribution I remember is that every time he entered a room he made the room brighter and warmer by his presence.

My husband (Garett Wohlberg) and myself (Jenelle Wohlberg) were both students of professor Garcea's in the early 1990s. In fact, we were just remembering that the first time he and I met was at a conference where he was speaking and afterwards we both went up to talk to him at the same time. Without a doubt, Professor Garcea was my favourite and most impactful teacher. As a student of public administration who went on to do my graduate work in the department I was fortunate to spend a lot of time with him. He always made the time for his students and he had such a kind, caring and patient way about him. He was genuinely a good person and an incredible teacher. I've thought of him many times over the years and am truly saddened that he's nolonger walking this earth. The world is lesser for it, but agree with your beautiful sentiment that the world is better because he was here... I just wanted to leave this note of tribute to reaffirm with his family what they already know... his students loved him because we felt loved by him. He loved his work and he made a difference in our lives.

Joe came to the University of Saskatchewan about a year after I started, and we worked together in many capacities. Joe was always willing to step in to take on any role or challenge that came his way, and he was consistently available to consult and provide reliable guidance on any number of matters. In addition to working with him on academic matters, I was fortunate to play masters' soccer with him, where he never failed to come up with amazing plays and insights about the game (most memorable was his post-game coaching, where he used several salt and pepper shakers to show those of us with less acuity for the game how to set up plays). What a beautiful service to commemorate Joe.
I still remember the first time we met. He was coaching the boys first community soccer team. He introduced himself and I had my first lesson on the proper enunciation of Garcea and that he was Italian, not Spanish. His humor was heartwarming. We had many years of boys soccer and later Moms soccer gatherings. He was always a joy to be around.

I worked for Joe as his research assistant several times during my undergraduate and graduate studies at the U of S. During that time I got to know him well, and benefited greatly from his guidance, mentorship, and most importantly, his friendship. All the stories on this page ring true for me. Joe was an incredible human being who enriched the lives of every person he encountered through his kindness, generosity, thoughtfulness, and insight.
I wish I could come close to doing justice in words to how wonderful he was and how fortunate I feel to have had the chance to know him and how much I miss him.
He was the first person I met when I arrived in Saskatoon - and made me feel both at ease and welcomed, immediately convinced that this was a place I would feel at home. While we shared a hall-way, his door was always open to me, no matter how busy he was - and he was always busy with more projects than I could even imagine taking on, whether those involved important and timely research, mentoring graduate and undergraduate students, university service, or contributing to the enrichment of public discourse.
And yet he always had time to express the most meaningful care for those around him. His great love for his family shown through whenever he often spoke of his wife Laurie or any of his kids. Moreover, his concern for his colleagues and dedication to the vitality of both his own Department and the University as a whole was seemingly limitless.
On a personal level, I can't begin to express how much support he gave to me as a mentor, how touched I was when he surprised me by attending my citizenship ceremony at the U of S, how much I benefited from his advice and insight as a close confidant and friend.
My profound condolences to Joe's family on this great loss. I know he is loved - and very much missed - by many people. I feel so grateful to have had him as part of my life.

My connection with Joe and Laurie was in the soccer community. As a coach and player I remember every encounter and conversation with Joe was a pleasure. We volunteered our time for Hollandia soccer tournaments etc. His genuine interest and kindness was always present no matter what the circumstances. He would step in when needed, to coach our ladies soccer team with calm and clear instructions. He helped to build confidence with his gentle ways. He’s one of a kind. If we all could be like Joe the world would be a better place. After every conversation with him, I always felt uplifted, and glad he cared so much. I really had no idea that he had any serious health issues. I am very sad he has passed. But he will never be forgotten by those who were lucky enough to spend time with him. My heart goes out to Laurie and family.

I can remember playing soccer with Joe's son, Michele, and Joe coaching us and teaching us life lessons along the way, his family values and love will be most remembered by us. I remember visiting a gorgeous mountain town and staying in their cozy basement suite with Joe and his family, a town called Jasper. I fell in love with the town and live there to this day...I've never thought about it, but Joe and his family are certainly one of the main reasons I live such a wonderful life here today, so not only through his profession has he positively impacted lives, as I see so many comments of students contributing stories here, but through his love and family values. We were blessed to have spent time with Joe and his family through many glory years and more recently this past summer in Saskatoon which we will forever keep in our hearts.
A time to mourn, and a time to respectively celebrate a beautiful life, and how beautiful life can really be, as Joe has shown us all...

Our family have so many wonderful memories of Joe that it is hard to pinpoint the most poignant of all ! From his contributions to the River Heights community association days. His Soccer coaching days with his boys and our son. His travels to Jasper Alberta ( I blame you Joe ! As that is where our son and family currently live and love !! ) Many discussions figuring out how to handle the many escapades of adventurous boys ! His joy of the birth of his baby girl. His university position and his contributions to community through various organizations and causes. Of course his political prowess !! But lastly, just how much fun he was to be around when making heavy decisions or trying to figure out how to make Saskatoon / Saskatchewan the best place to live !! We are ever so grateful to have been part of his ride and how wonderful for his family to know just how much Joe was loved. Since hearing the sad news last Thursday, I have been recalling many fond memories of Joe Garcea. I am grateful to have had the opportunity to know him, if only briefly.
We first met when I was a student in the Department of Political Studies at the University of Saskatchewan. His focus was on students – first and foremost. He would always greet you by name with a warm smile – he really made you feel like you were no less than his best friend.
As a graduate student, I would always try to pop my head into Professor Garcea’s office just to say hello. Even if he was on the phone, more often than not he would quickly finish, bound out into the hall and enthusiastically wave me back into his office for a chat. “Just call me Joe” was an expression he repeated a lot.
When he led the Task Force on Municipal Legislative Renewal, he brought me on to help with some early set up. He ensured I was part of the action during early consultations, and he was grateful for every contribution, however small. When I made the tough decision to accept another job with slightly longer job security, he was only encouraging.
Later, after I had moved to Ottawa to work with the Public Service of Canada, I bumped into Professor Garcea on campus during one of my return visits to Saskatoon. He invited me to speak with the students in one of his seminar courses. He believed in public administration as a discipline but also as a rewarding career choice. After answering the last of the questions, I made the point of telling his students that the most important lesson they would get out of their course was the human example set by their professor. If they did not know what I meant at that moment, they surely would by the end of the term.
To Joe’s family and to those he has touched over his lifetime, my family and I send our most sincere condolences. Joe left everyone feeling more hopeful after every interaction and he will not be forgotten. I still want to be more like him.

It was with great sadness we learned of Joe’s passing.
We only met Joe briefly, yet he left a long lasting impression on us. He took the initiative to engage and show great interest in us. He was so kind and positive, and we will not forget that.

To the Family of Joe Garcea,
I can’t tell you how sorry I am for the loss of your dear husband, father, grandfather and uncle.
Joe was such a committed friend to the community and to the City of Saskatoon. He was a part of many committees and round tables and councils and panels in the community and he brought a deep wisdom, trust and most importantly, sense of humour, with him to each and every one. It was Joe’s compassion and humility that brought him the deep trust and friendships he had with community. It took years to develop and Joe dedicated himself to knowing and caring about all of us. All I had to do was say that Joe would be there and everyone would show up! The photo was taken at the last event I worked on with Joe on March 11 before we were all told to work from home. A community event that he initiated for us.
Like so many who have written before me I could go on with so many stories about Joe and how much he helped build our community especially the immigrant and refugee community. One young woman who came to Saskatoon as a refugee shared with me how much Joe helped her believe in herself so that she could succeed at university in Canada. Joe just wanted us all to care about each other and take care of each other.
Of course Joe always talked about his family and his children. Nothing was more important to him. I’m so grateful to all of you for having shared him with us for so long.

I had the privilege of taking several of Professor Garcea's classes years ago, and was thrilled when I found out he would be my thesis supervisor. I was somewhat anxious about whether I'd be successful in graduate studies, but Joe went out of his way to make sure that I knew that I deserved to be in the program. I'd say it's safe to say that he believed in me before I did! Of course, my program went fine because Joe was right there with me, encouraging me every step of the way. I owe my career path to the seeds Joe planted over the years I knew him. My condolences to the Garcea family and to his colleagues - he was a great man and will be sorely missed.

I am saddened about the passing of Joe Garcea. My deep condolences to his family. I met Joe in the early 1990s when I worked in Saskatchewan’s Department of Education, Training and Employment and knew him to be an articulate member of the U of S faculty. Our paths crossed again in the late 1990s when I worked in Saskatchewan’s Department of Municipal Affairs and Housing and Joe chaired the provincial Task Force on Municipal Legislative Renewal. At arms-length, I came to admire Joe’s dedication to the task, his analytical mind, the sincerity with which he reached his conclusions after carefully listening to and balancing the strong and diverse views of powerful interest groups. As a political scientist, Joe knew that any recommendations he would make would be politically controversial; however, that awareness did not deter him from recommending what he believed to be in the best interests of Saskatchewan.
Outside of my official work with Joe, we discussed local, provincial, national, and international affairs and became kindred souls. His understanding was extensive. Joe became one of the most remarkable and fondly memorable persons I have ever known.

My deepest condolences on Joe's passing. He was a fine colleague and friend. I can't remember exactly when I first met him, but I suspect it was at one of the early Prairie Political Science Association meetings either at UofR or UofS. Joe would have sought out the new people like me and introduced himself because that's what Joe did. We became friends through the Sask Legislative Internship Program when I became the UofR representative to the Selection Committee and the Advisory Group. Joe loved that program and his affection for the students in it was palpable. We weathered some rough waters keeping it going but Joe never lost heart and never stopped believing in its value to both students and the MLAs they worked with. Over the years I learned a great deal from Joe, watching him deal with anxious students, navigate political challenges with SLIP and confront some serious health challenges. His advice was always sound, his compassion and empathy for others very real and his judgement always fair. I will miss him, even those long days of interviewing SLIP candidates in small, stuffy boardrooms at the Legislature. His good humour and enthusiasm always won out. Rest well, my friend.

Like everyone in our family, I was shocked and saddened to learn of Joe's passing. My deepest condolences go to Laurie, Giustino, Michele & Maria and the rest of the Garcea family. I have to share this photo my mom sent me. It was taken in Jasper probably 1978. We lived in Smithers and would often visit. It shows his playful, funny side. We were so cool with our shades lol. Distance separated us over the years because my family moved to Toronto and then I moved to Italy. But I have fond memories of him. I remember our trip to Ottawa in the 80's and the hospitality him and Laurie showed us, touring us around the city and in particular Parliament Hill. I probably last saw him at my cousin's funeral in Montreal in 2008. He was always so kind, always smiling and laughing. Reading all the tributes for my cousin Joe has been heartwarming and make me realize just how many lives he touched in a positive way. He was loved by so many and will never be forgotten. That saying that people will forget what you said but not how you made them feel is so true. Everyone who came into contact with him left feeling better than before. What a legacy to leave behind. In the end, it's not about what we've accumulated over the years, or the accolades & awards. In the end, only kindness matters. How you treated people. Joe was one of the most influential professors I ever had. I have such respect for him and how he handled himself. I will never forget him at an open house in Yorkton, when he was working on the amalgamation question and doing a traveling road show. He handled a very difficult discussion with diplomacy and respect. He always took time to speak with me when I saw him at conferences. A truly wonderful man.

I first met Joe when he applied for a professorship at the University of Saskatchewan. As Acting Head of Economics & Political Science, I picked him up at the airport, arranged interviews for him with colleagues, and gave him a tour of Saskatoon. We hired him. The impression I gained of Joe at that time never changed during the twenty-five years we were colleagues. He was a forthright and honest man, cheerful, sincere and kind. He was always sensitive to the feelings of others. Within our department, he always preferred compromise and accommodation to confrontation and intransigence. He tried to find solutions to problems without there being any damage to personal feelings and relationships. Joe was a kind man. He genuinely cared about his colleagues. He treated us as friends should be treated – with sensitivity and respect. In a world filled with so much discord and negativity, Joe was spark of light. I will miss him. We will all miss him.

All of Saskatchewan is deeply sadden by the loss of Joe. Well respected across Canada as an important scholar of local government and Canadian politics, Joe was first and foremost loved and admired for being Joe. Joe was a caring teacher and colleague with a deep empathy for others. He fundamentally embodied the servant model of leadership. When I think back to our conversations over the years, they almost always centered around our families, how are children were doing and, as fathers, our hopes and dreams for them, his life growing up in Jasper and his memories of my grandmother. Then our conversation often turned to what was happening the communities of rural and First Nations Saskatchewan; our conversations turned to work almost always last. Joe always thought first about how to make other people feel welcomed, appreciated, and cared for. His gentleness, kindnesses, sense of humour, and radiant smile will be missed so much. We are all trying to come to grips with the loss of our dear friend, Joe Garcea. It is difficult to create words that convey the intensity of our feelings and emotions. We loved this wonderfully kind, generous and thoughtful human being. Joe used to encourage us to think with our hearts and what an important message that is to our world today. I have never met Joe in person but was greatly saddened hearing about his passing. We exchanged quite a few phone calls and emails during and after his teaching of the Policy Planning and Program Evaluation course with the University of Alberta, Faculty of Extension. These communications were enough for me to realize how sincere, genuine, thoughtful, kind and friendly Joe was. Joe's time teaching this course had not been long (two spring semesters) but the impact on students and their learning was significant and long-lasting. Reading all of these tributes has been very touching. I am sending the Garcea family my sincere condolences.
I have countless memories of Prof G, but one of my favourite memories took place earlier this year when I was his TA. After the university transitioned to remote learning, Prof G told me that he wanted all of our students to finish the course. Many of our students didn't have internet, they fled the city due to the pandemic, and they were unable to keep up with coursework. He vowed that he would support them and help them succeed. I truly did not think we could do it, but we contacted every single student in that class. Perhaps this sounds small, but it was an incredible feat given the circumstances of March 2020.
I am so honoured to have had Prof G in my life. He gave me so many opportunities and supported me so fiercely.

Prof. Joe Garcea believed in equal opportunity and level playing field for all. He was a gentle giant; speaking up for many and selflessly supporting grassroots organizations. Truly Alive Youth and Family Foundation Inc (TAYFFI) staff, clients, and Board benefited from Pror. Garcea’s wealth of knowledge. He was so generous to our organization that he not only declined to receive Honourarium whenever he came as a guest speaker at our Newcomer training programs, he, indeed financially supported our organization. He connected Truly Alive Youth and Family Foundation Inc to great interns from the university of Saskatchewan, Political Studies Department. “I believe in your organization and what it stands for,” Prof would gently say to me and the staff. He offered to feature in our anti-racism resource video at no charge; he offered to provide pro bono services for any of our newcomer clients who may want to pursue post secondary/graduate program but not sure how to go about it.
Prof. Joe will be physically missed by all of us at Truly Alive Youth and Family Foundation Inc, but his prints and legacy will never be forgotten!

I could write a book of cherished memories about Joe. He was a wonderful mentor, colleague, teacher, and friend. Joe always reminded me of what is truly important in life: people, and in particular family. When he would speak of his children, his face would light up. I recall a group of us driving from Lethbridge to Calgary after a conference. He told us the story of how he met Laurie. He spoke with such love for her and for the life they had built together. It was so touching.

I want to echo the sentiments of Loleen Berdahl. I knew Joe through our work on committees focused on improving the student learning experience at the University of Saskatchewan. He was a champion of interdisciplinary education and experiential learning through study abroad in the College of Arts and Science. Students enrolled in the International Studies and Global Studies programs were the beneficiaries of his dedication to and leadership of these globally-focused academic programs. His commitment to improving the quality of student learning experiences was recognized by the Master Teacher Award. You cannot help being inspired by the look of sheer joy on his face at the award ceremony. He was a wise, gentle and compassionate soul; one of the university's finest citizens. At the University of Saskatchewan, one could not possibly not know Dr. Joe Garcea. Earlier or later, I would run into him in the hallways, stopped by his charming smile, share a quick note, a good laugh, and walk on uplifted. Or I would meet him, say, at a Linguistics committee and marvel at his calm but effective leadership. Or I would read about another comment he had made on the news. And be concerned about his health and relieved when he was better. One of the highlights was witnessing the unreserved joy of Drs. I could write a book of cherished memories about Joe. He was a wonderful mentor, colleague, teacher, and friend. Joe always reminded me of what is truly important in life: people, and in particular family. When he would speak of his children, his face would light up. I recall a group of us driving from Lethbridge to Calgary after a conference. He told us the story of how he met Laurie. He spoke with such love for her and for the life they had built together. It was so touching.

I was shocked to hear of Joe's passing. I am grateful for the time we worked together in campus settings and at the community. Joe was a true community builder & integrator. To him, community has to be able to connect everyone, irrespective of whether one came from the First Nation, Mets, early settlers, late settlers, newcomers. Joe helped focus on the fact that diversity strengthens a community. One of the last commitments of Joe was to help set the focus for Immigration Partnership Saskatoon because he truly believed in everyone drawing strength from others. On the day of Civic election, Joe's voice and interpretation of results will be truly missed. I am pleased to see in Giustino many of the attributes of Joe - Giustino, I hope these help provide you some solace and strength. Professor Garcea was a passionate professor, an encouraging mentor, and a gentle man. I was so grateful that he wrote a reference letter for the graduate program that I now attend at Carleton University. A few years ago I was chatting with Joe when he suddenly realized that I was related to Hugo Alvarado (my father). He had one of my dad's paintings from decades ago, and he had never realized that he was teaching Hugo's daughter. He told me how much he loved the painting because it reminded him of his mother (the painting happened to be a rare one that my dad had done of his own mom). It was a surreal and beautiful moment and I'll remember it, and Joe, for a long time. Truly one of the best, who just loved his craft more than words could say. May his memory be a blessing to all who loved him.

Joe was a genuinely good person. He was humble, grateful, and kind. In the world of academia where some become disenchanted quickly he was a bright spot, happy to teach students, seemingly unconcerned with accolades (though he got them because he was a great teacher), he was everything an educator should be. I’ll never forget the class I was able to take with him, he was soft spoken and it was so comforting. I worked for him briefly and was touched by his praise of my “most beautiful tables”- no sarcasm at all, he meant it. It was the oddest compliment to receive yet so genuine I still smile thinking of it. I’m immensely sad for his family as I knew him only distantly yet feel so sad knowing he’s not with us anymore. I hope you can take comfort in the fact that he brought a calm and kind energy into every situation he was in- and he will be greatly missed.

Joe touched the lives of an incredible number of people in our community. He was a great supporter and advocate for immigrants and refugees and an ambassador for inclusion and diversity. His research provided the foundation for meaningful change at the policy level. Many of us at the Global Gathering Place had the great honour and privilege to work alongside Joe on different community projects and have regularly hosted his practicum students. Everyone enjoyed being in his presence; he made us all feel important and valued. His knowledge, enthusiasm, kindness and life stories will leave a lasting legacy in our community. He will be missed.

Though I knew his work, I only knew Joe personally for a day when I had the pleasure of visiting the University of Saskatchewan a couple of years ago. Within the span of an afternoon he had taken me to a colloquium, introduced me to various art exhibits, and drove me around the neighbourhoods of Saskatoon. During our drive to the airport, he showed me the places he had lived, told me about his family history, and his work experiences. We talked about life's unexpected twists and turns. I can't say that I've ever met a kinder or more generous soul. He was a model of humanity and it was an honour to have known him if only for a single day.

I didn't know Joe well, having met him only a few times through his wife, Laurie, with whom I worked. In person, he was warm, friendly and kind. I knew him best though through the many often-funny stories of family life and adventure that Laurie shared with me at work. It was always a pleasure to work with and learn from and alongside Dr. Joe Garcea. My most precious memory was of his wisdom, authenticity, and elegance when he earned the Master Teacher Award in 2018 and he spoke of LOVE. Love of the profession of being an academic, of his students and of their development, of collegial efforts, of the unseen impact of it all. We were all saddened and taken back by the news of Joe’s passing. Joe was a godsend to our department during a critical transition period last year. He selflessly took on the role of Acting Head for reasons that can only be summed up as altruistic.
Joe met every challenge with grace and diplomacy. He went to bat for us when our graduate program ran into serious logistic issues, he headed three faculty search committees, and we worked together on numerous behind the scenes efforts to keep the department running smoothly. During all this, we had the privilege to get to know Joe’s keen intellect, humour, and humanity. Joe was more than a leader for department, he was a friend. He was one of my first colleagues when I arrived at USask because at that time he was ‘Acting Head’ of Regional and Urban Planning. A fond memory, among so many over the years, was when I awarded him an Oscar for 'Best Acting Head' at our Program Social in 2009 at the Hotel Senator. We were joined that evening by his son Michele, a student in our program, the Dean of Arts & Science, faculty, students and alumni. Such a lovely man of strength and grace. Joe recruited me from Manitoba back here to my home province to work as policy analyst for the much maligned and misunderstood Task Force on Municipal Renewal he chaired in the late 1990s. His intellect, passion and optimism for local government was always evident. So too was his understanding, gentle humour and erratic driving when he got talking poli sci, during the many public meetings the Task Force held across the province. It was with heavy hearts that we at CUISR heard the very sad news of the passing of our dear friend and colleague, Joe Garcea. Joe was a long-time CUISR Management Board member, researcher, and passionate believer in community-university research partnerships. Joe was a brilliant scholar, award-winning teacher (recognized by Arts and Science, Provost, and Master Teacher awards), generous mentor, great collaborator, and one of those rare human beings whose heart and generosity of spirit proved inspirational. How many times did I call him for help? Ask him for advice? Joe was an advocate for students with disabilities on campus, and he helped guide programming and the writing of a University policy. My sincere condolences.
He was so incredibly supportive. He simplified these complex topics I had never understood before and never he chose a side but presented facts. He made Political Studies an engaging topic for me. I remember there was a time that our class did poorly on his exam -at no fault of his own. For once I wasn't one of them, it was possibly my best test score in the last two years. But his response to the class not taking it seriously broke my heart.
He wasn't angry he was just so concerned and disheartened. He was teary eyed and I couldn't bear it. I had never seen a prof care so much. It fueled the class the rest of the term. Then paper I did for the same class he made a small comment saying take my other class next term its specifically on this topic. I took his advice and it was so eye opening. It was a great combination of disciplines that had amazing discussions. I have often thought of Joe, when people ask me about university experiences that memory always comes up. I wasn't a political science major I was just talking a required class and prayed I could pull it off since the 100 level political science from another instructor wrecked my confidence. He really made an impact on my academics, I'll never forget him.

I had the pleasure of working with Joe on many occasions for 20 years from 1988 when I invited him to speak at a meeting of Saskatchewan city mayors until my retirement in 2008 as Policy and Communications Manager at the Saskatchewan Urban Municipalities Association (SUMA). Other tributes, especially from students and academic colleagues, have rightly remembered Joe as a very kind, respectful, positive and generous human being, but I also knew him as a consummate professional who brought his meticulous research and writing skills to bear on public policy issues of immense interest to other Saskatchewan leaders. Joe was the first person I met when I first arrived in Saskatoon for my interview at the U of S. Within the first minutes of our meeting, I had the feeling that Saskatoon and the Department of Political Studies was somewhere I wanted to be. He was so warm and friendly and put me at ease immediately. Over the past 3.5 years, I got to know him so much better and to learn how deeply his warm spirit and strength really ran. With a smile and a joke and a kindness that seeped into everything he did, he always brought insight to our meetings, care for our students, encouragement for all, a smile to my daughter’s face. He always seemed to have a way of making the people around him feel cheerful, and special, and good about themselves in that moment. Already I feel a great loss and I miss you, Joe. The loss of Joe will be felt terribly for a long time in the lives of those he touched. He was truly one of a kind. He was one of the great ones! Joe was also one of the first people to greet me when I arrived in Saskatoon for my interview with the U of S last November (the fact that two of us note this already says so much about his warmth and commitment to welcoming all of those who came into our department). I was extremely nervous, but Joe offered me such kind words and reassurances - I immediately felt at ease. It is a great loss to me that I was only able to work with and learn from Joe for a few months, but even in that time, he inspired me so much - his unwavering care for students and commitment to his colleagues was unparalleled. I am immensely grateful to have had Joe Garcea as my mentor, friend, and thesis supervisor for so many years. Every day, I knew I was fortunate to be working with him. With Joe in my corner, I gave it everything I had because he genuinely believed in me. I literally could not have graduated without him. It simply would not have happened.
If we’re lucky, sometimes someone comes into our lives, and they show us, in their own way, how to become the best version of ourselves. For me, that was Joe. He gave me a chance to pursue my passion for the study of Canadian politics when some were hesitant to invest in me. Joe went all in. And he always did it with such unwavering patience, grace, humility, and warmth. Beyond his exceptional, and in many ways unrivalled, knowledge of Canadian and Saskatchewan politics; Joe had the rare capacity to make you feel like the most important person in the world in his presence—a real and rare gift.
One of my favourite memories of Joe is meeting him at the Mendel Art Gallery, in the indoor garden (his request). What a strange place to meet I thought—we could have much more conveniently grabbed a coffee on campus somewhere. That would have been the transactional or efficient thing to do. But that wasn’t Joe’s style. He wanted me to feel special. And it certainly had that effect. We wandered around the plants and then found a bench and talked about our work together which went exactly as he said it would. I’ll always think of him in that garden—an oasis in the middle of the prairie winter.
Although he would be the last to admit it, his contribution to public policy in Saskatchewan and Canada will endure for generations to come. He wrote extensively on multiculturalism, municipal policy, Canadian federalism, and immigration—amongst many other crucial topics for our country.
I learnt so much from Joe, but perhaps most importantly I witnessed his kindness and fundamental human decency. Not just once. Always. I’m forever grateful for him. Rest peacefully my dear friend! You will often be on my mind. My sincere condolences to his family that he loved more than anything.

Joe was one of the most wonderful people I had the fortune of knowing. He was kind, compassionate, encouraging and just simply good to the core. I have two very distinct memories of Joe that I have cherished over the years. The first, was in one of Joe's night classes, where he somehow got on the topic of tomatoes. He conveyed his passion over Italian tomatoes and how they were really the only acceptable ones. I always laugh thinking about this story and his passion on the subject. Secondly, at a Christmas party for the Political Studies department, I was speaking to Joe about something seemingly insignificant, when all of a sudden told me that I should apply for his internship program because he thought I would be a great fit and he saw a lot of potential in me. For me, this moment is forever engrained in my mind. Joe believed in me, and it was this moment that shifted things for me. The way he spoke to me was as if he knew I could accomplish whatever I set my mind to - something that I myself didn't even believe. While to Joe this was likely a regular conversation, because his kindness and encouragement knew no bounds, for me it completed changed my trajectory. That was the power of Joe's kindness and innate goodness - he always saw the best in people and encouraged us to see it in ourselves. I am forever grateful for the time I was able to spend with Joe, he will be deeply missed.

Words will never adequately express how deeply Joe's life and death have impacted me. What an amazing role model for all of us: he was kind, had a sense of humor, was committed to building inclusive, strong communities, and was an amazing academic. In 1999, as a masters student, I met Joe when the book he co-edited with my supervisor on urban reserves came out. Over the years I had some really good conversations with him. Joe was a terrific inspiration and mentor to so many, including me. I will miss his sage opinions and advice. I loved "hallway conversations" with him on 2nd floor Arts, and the CPAC meetings. I remember how he graciously appeared in a video we were making for A&S Indigenous students, and the "outtro" of the video is actually Joe's laugh. We will miss all of the media relations he did for the city and province - such a trusted and expert voice about elections and public affairs. I will remember his attitude of generosity in his time and talent with faculty, staff, and students. One of the kindest faculty members I ever had the honor to work with. Donna and I were so sorry to hear this sad news, and we send our condolences to his family. Joe was one of the great guys. He always went out of his way to help others and to help the most vulnerable. He was kind and friendly to everyone, even when most of us would probably get annoyed or angry in his shoes. I was lucky to work with directly with Joe when I was the administrative assistant in Political Studies, and to get to experience every day his example of kindness and understanding. I want to speak to the fundamental goodness of this man. A sentiment shared by all that knew him. I want to express my gratitude for the time he spent helping me. Well said, fundamental good, a kind, gentle and one of the fairest I met during my career in politics. He taught our daughter Ivana and she said he would be interested in my being. He was the kindest person I ever met in the political academic realm, he was always fair and I always looked forward to hear his opinion. He truly will be missed. I remember Joe as a coach. He was so kind, soft spoken, and inspirational. A memory I will never forget is a soccer practice that Joe was coaching. During the practice I fell and injured my knee. I was very scared and I could not move without being in pain. Joe got the other players to play a game while he sat on the ground with me and held my hand. He comforted me until my parents came. I will never forget that. I was very scared and pretty young at the time. Joe made me feel safe and calmed me down.
I am forever grateful for his kind actions that day.

Everyone on the University of Saskatchewan campus who knew Professor Joe Garcea-- whether as a colleague, undergraduate or graduate student, or staff member is grieving his loss today. As many, many others have written in these touching tributes, "Joe" (as this exceedingly accomplished scholar always encouraged people to call him) was one of a kind. And we loved him for it. I've appreciated his sage advice throughout my career, his thoughtfulness and care, his ability to connect with people in and out of classrooms and committees, and his grace, generousity, good humour, kindness and compassion. He exemplifies the goals embodied in the term "teacher-scholar" and will be terribly missed by all of us who had the honour to work with him, and benefit from all the gifts he brought to the U of S and Saskatchewan over his long career. Joe was exemplary in his devotion to the university community and the broader fabric of Saskatchewan. He was also the source of excellent advice to many students, and touched many lives.
I remember sitting in his second year public administration class, where he explained that a good way to choose a career was to think about what we liked to do, and then find a career that matched our interests and work habits. I personally found this to be very useful and pragmatic advice, and have passed it along many times to my own students across the years.

My sincerest condolences to Joe's family. We have lost a truly lovely person. Joe was a mentor to me throughout my undergraduate years in the department, and he made a point of checking in on me throughout my graduate school days. We had kept in touch, and when I let him know I was back to teaching full time in January he was so excited and incredibly supportive and encouraging - full of offers to help put in me in touch with others in the field, potential to come back to USask to give a talk, anything. That's just how he was - an incredibly genuine, compassionate, supportive guy who gave so much of himself to everyone, especially his students. I will miss him very much.

Laurie, Giustino, Michele and Maria - my heart breaks for you all. I had the privilege of working with Joe as his EA when he was Head of the Political Studies department. My four years working with Joe will go down as the honour of my life and of my professional career at the University of Saskatchewan. Joe was a mentor to me, and encouraged me to persevere when things got tough, challenged me in incredible ways and taught me how to listen and be collegial and respectful in all forms of communication. While we spent a significant amount of time talking departmental "business" together, Joe always made time to talk about me and my family. His ability to take an interest in an individual is one of the most endearing qualities about Joe. He would never pass judgment, and when he disagreed with you, he did so in such a way that made you love him even more.
Joe's family was the most important thing to him and I got to know you all through the countless stories that he shared with me. He was so proud of each and every one of you and would literally glow when he spoke of your accomplishments.
Joe was my mentor and I am going to miss our hallway conversations, emails and text messages. He always made time for me, even when he was in the midst of research or getting ready for one of his many elegant media calls.
My heart hurts, but I am honored to have been able to know Joe Garcea. Thank you Joe for being who you were, and for believing in me when we met 11 years ago in the Norman Ward Library. I am forever grateful to you for your mentorship and support as I navigated the early part of my career at the University of Saskatchewan.

Joe was one of the kindest people in Canadian political science. Though I never took a class with him, whether in the hallway when I bumped into him was at the UofS as an undergraduate and MA student or at conferences as a PhD student and junior faculty member, his was always the friendliest and most supportive face. Joe was a fine human being. He was a mentor and a selfless advocate for students and faculty alike. He reminded me in subtle ways that teaching was as much about compassion as it was about imparting knowledge to students. My fondest memories with Joe were shared over personal matters and often in the mailroom. I would hear him next door to my office wrestling with the copy machine and venture in to help him. We talked about loss, parenting and even grandparenting. He always had sage advice to offer and I would leave with some deeper sense of meaning about my own life. Joe was one of the kindest, most thoughtful people I have had the pleasure to work with during my career working on settlement and integration. The first time I met Joe, it was at my interview in 2013 for the faculty position in the Department of Political Studies. He called into the interview from his hospital bed so that he could participate in the collective grilling that is an in delible part of the interview process. But, of course, Joe's warmth and thoughtfulness meant that his questions were generous and fair. More importantly, the fact that he called from the hospital bed speaks to his infallible dedication to his work and the U of S.
When Joe recovered and returned to the department, I was so fortunate. He always made a point of checking in with me and providing words of encouragement to help me find my footing in a new city and job. He was kind to everyone, always. He carried more than his share of duties. He thought of the well-being of the group in all decisions. His smile was always genuine and warm. When I am faced with a dilemma I think, what would Joe do? If I go with that, I know that everything will be fine. He was a role model of compassion and humility.

I am very saddened by Joe's passing. He was on my MA committee (1991-2) at the UofS and he was helpful and kind as he challenged me to think more clearly. I later knew him as a colleague, usually seeing each other at the annual CPSA conference, in which he was usually an active participant. Joe exemplified the best of being a university professor: he was an excellent scholar and teacher, but he also served his Department, his University, his community and his profession, in many ways that touched a lot of lives. Joe took undergraduate and graduate courses and. I served as supervisor for his MA thesis at U of M. He was an outstanding student and also a fine reflective person. We became more than professor and student; we were friends. I After years of only occasional contact, he wrote me a very kind, moving letter. My sincere condolences to all his family . In these perilous times , it will not be possible to celebrate a remarkable life in the usual ways, but know that you are in the thoughts and prayers of many people whom Joseph touched.

I am deeply deeply saddened by Joe’s death. He was a kind and wonderful man as well as a brilliant scholar. He was also a great soccer player and I enjoyed many games against him as an opponent. Every time I bumped into Joe in the Arts Building we would always end up talking way too long about politics, the University, the academy, soccer etc etc.
Joe was one of those figures on a University campus that I would call irreplaceable.
I am very very sad today, the University is a far poorer place without Joe.

If you knew me when I was an undergrad, I sincerely apologize. I mean that. I kind of sucked. I was a crappy student.
Despite this, there were a few people at the U of S who extended that little bit of extra care that I really, desperately, needed at the time. Joe did.
Sure, I can join the chorus of people recognizing his brilliance, because it's true. He was. But also, and maybe more important, he was generous and kind when I was so, so unsure of myself. He made my little world a little bit less cold.
He took the time, those minutes here and there that he could have been using for his important and impressive things, to encourage a shitty undergrad. To start to apply myself. And then, to study abroad. And then he was there to be proud of my very insignificant accomplishments.
I somehow assumed that, maybe once I'd done something to be proud of, that I could go back home and meet him again and tell him this. I'm reflecting on the deep desire I had, and continue to have, to make him proud of me. To tell him his extra effort meant something. But the truth is that it meant something either way.
I think you can feel it in the network of people that are brokenhearted right now. The mesh of feeling he wove around him through every seemingly small interaction. ... and the fact that I'm here, writing this, trying so hard to hold on to something.

I met Joe when I started at U of S in 2000. He was always a friendly colleague, willing to lend an ear and solid advice. He cared for our shared students in the Planning program that he chaired at the time. Over two decades we served on many committees together and when I saw his name on the list of members or saw him at the first meeting, I was buoyed. I was confident it would go well, most important, with Joe there, it wasn't going to go "off the rails." Thanks for bringing that light into my life Joe. To his family, I'm sorry for you loss.

My first distinct memory of Joe was him responding to an email I sent about a paper. I sent it at 2:30 AM. He responded at 3:30...AM the same morning. He gave of himself to all that wanted it. Even when he didn't have the time. And if there was anyone who made time (out of thin air), it was Joe. In the sometime cold and uncaring world of University, Joe cared. Below is an email he sent me after congratulating him on a teaching award:
"Kirk:
Very nice to hear from you.
Believe it or not, but not surprising to me, you are the very first person to extend congratulations and good wishes.
I really appreciate your kind sentiments.
I learned a lot from you on many levels too Kirk.
Learned about how student progress, and how students can be very supportive to other students and Profs like me.

You had a presence and positive bond here that was appreciated and is now missed."
I hadn't seen him in two years. I would have come back to mop the floors. To see his smile when he spoke of Italy. Watch him help a generation find shared passion in government and impart his straightforward and practical wisdom.
This may seem like much to some but i value great teachers and those who give to boost others. Joe did that at all times. The world lost a gift.

Joe was a brilliant, inspiring, thoughtful, and kind professor. Even for the short time that we worked together during my master, he was always there for us and cared deeply about all students.
I remember our welcome coffee in the fall, I had just arrived in town, so concerned about how the year was going to be... We talked a bit, laughed a lot... And he said, don't worry Julia... You'll be fine. Very simple words, but meant the world to me at that moment.
A role model to all of us, he will be dearly missed.

Dr. Garcea was more than just a professor to me - he was a mentor and someone I looked up to. He cared deeply about his students and I can say with confidence, that without his support, I would not be where I am today.
Having the pleasure of being his student and working with him both as a research assistant and later as a support staff in the Department of Political Studies, Dr. Garcea taught me so much. He saw potential in me that I did not see in myself and because of that, I now find myself working at a job that I love. It is because of him that I pursued a career in the public service, and it is also why I have decided to pursue studies in Public Policy.

Two long months after the application period had ended for grad school, Dr. Garcea allowed me to apply and attend the University of Saskatchewan. I first met Joe when I was a master's student in political studies at the University of Saskatchewan 11 years ago. One memory that stands out for me about that time is his awesome soccer skills! I had organized a soccer team to play in a local recreation league and some grad students, faculty and family from the pols department came out to play, including Joe and Michele. I couldn't believe how fast Joe was! It seems like not that long ago he was speeding around the field scoring goals. About a year ago, when I joined the department as his colleague, he was assigned as my official 'mentor.' His generosity and kindness towards me in this role were unwavering. I will definitely miss his presence on both a professional and personal level. He was truly a great friend and colleague. My condolences to his family.

Joe welcomed us to Saskatoon in 2010 and with careful thought had organised a wonderful week. Although a very busy man he was generous with his time and spirit. He and Laurie were very hospitable. We always knew that if we contacted him for help or advice he would respond quickly and thoroughly.
We will remember him with gratitude, admiration and affection and wish his family comfort in their great loss.

Joe was my masters advisor. Every time we met, he always was incredibly helpful and gracious. No matter how busy he was (and he was always busy) he always went out of his way to give me guidance, support, and encouragement. I cannot possibly put into words the level of respect and warmth I felt towards Joe whose knowledge seemed infinite.
I was always struck by how every student he taught or worked with shared the same experience - how incredibly likeable and generous he was to everyone at the university. I will always remember his lectures, and how from time-to-time, he'd recall fond memories about growing up in Italy. He did not shy away about talking about things that mattered to him - about the importance of citizenry - and how treating others with equality and respect was the bedrock society.
Above all, I will miss his smile, his boundless curiosity, his gentle voice and his compassion. I shall forever be in great debt for all that he gave to me. I cannot possibly express my sympathy to Joe's family for their incredible loss, but please let it be known how much your husband and father was loved and respected by so many.

Joe was the embodiment of humility, generosity, kindness, grace and selflessness. He was someone who cared deeply for his fellow human beings and would unhesitatingly put himself out for others if needed; indeed, I have been the recipient of his kindness on more occasions that I can count. To us, his colleagues, he was our fountain of wisdom, the person we turned to for advice and guidance.
However, what was often a source of humour was that 'Joseph the Wise' would frequently offer counsel in parables. Not wanting to cause hurt feelings with the blunt approach, he would offer gentle guidance through complex nuances that would demand some serious deciphering by the listener. In written form, this advice was represented by his complicated multicolour highlighting techniques that inevitably made one smile.
Joe brought such joy to those who knew him. He had a fantastic smile and an incredible sense of playfulness and fun. He was also a dapper dresser and, of course, he was blessed with great hair!
