Biography


Clerk Harvey Ruvin graduated with his Bachelor of Science in Industrial Engineering from the University of Florida in 1959.  In 1962, he received his Juris Doctor from the University of Miami Law School. He served in the Army and was first elected to public office in 1968 at the age of 30, serving as Mayor of the City of North Bay Village. In 1972, he was elected to the Metro Dade County Commission where he served as a Commissioner for twenty years focusing on environmental and technology issues.  In 1992, Clerk Ruvin was elected to the Office of the Miami-Dade County Clerk of the Courts.  He has been re-elected five times, leading the ballot in 2016 with the largest vote total in South Florida’s history.


With more than fifty years of community involvement, Clerk Ruvin performed a leadership role within scores of civic, cultural, environmental and charitable organizations. The Clerk was been the recipient of numerous prestigious awards citing his successful efforts to employ emerging technologies to reengineer and automate government processes, eliminate paper, and achieve fiscal savings and efficiencies.


Clerk Harvey Ruvin was dearly loved by all those who knew him. He was a devoted son, father, brother, and beloved husband who will be greatly missed by his loving family, close friends, and colleagues.

My favorite story about Harvey was the time he ran for city council of North Bay Village he came in first as the highest vote getter. That automatically made him the mayor, At which time he called who ever was his campaign manager at the time and says " Ok what do I do now" He went on to serve as Mayor, Commissioner and clerk and he was flawless and no one to my knowledge ever found anything negative to say about him. The one thing that set him apart is his love of people. I had gone home for 14 years and one day by coincidence I ran into him at the food court in the court house, I knew who he was and to my surprise, he walks up to me, shakes my hand and says to me ," Gil how are you?" Now that takes some memory. Two other great man I knew were like this Congress man Claude Pepper and US Senator Bob Graham.

I was captivated by Harvey's stories, going back to days he was in New York to the riots in Chicago in 1969... I will miss our lunches and his infectious smile.
