I first met Phil in 1990 when I became the Deputy Division Leader of INC Division at LANL I enjoyed many stimulating conversations about the work he did on behalf of the Lab's mission. Phil was an outstanding experimental physicist and passionate about the equipment he designed and built. He was one-of-a-kind. RIP Phil.

Phil will be truly missed. He was a great source for advise and friendship. Remembering the time well spent hunting the Jemez and the time he found me after i got lost up there. RIP old aggie buddy.
