Recuerdos

A devoted champion of parliamentary democracy and people-oriented governance.

Muhammad Jamiruddin Sircar was one of Bangladesh's most distinguished statesmen — a barrister of rare versatility, a devoted champion of parliamentary democracy, and a public servant whose long life remained in faithful service to his nation from his student days through his final years. Born on December 1, 1931, in Nayabari village of Tetulia upazila in Panchagarh district, Jamiruddin grew up with a deep sense of civic duty. He became active in student politics as early as 1945 and took part in the historic Language Movement of 1952, standing alongside a generation of Bangladeshis who would shape the country's future. At the University of Dhaka, where he earned his Bachelor of Arts (Honours) and Master of Arts degrees in history, he was recognized as the institution's best English debater and served as Vice President of Iqbal Hall. He completed his LLB at Dhaka in 1960, then traveled to London, where he was called to the Bar by the Honourable Society of Lincoln's Inn in 1961. Returning home as a barrister, Sircar built a commanding reputation at the Supreme Court of Bangladesh, specializing in constitutional, civil, and criminal law. He played an active role in support of the Liberation War of 1971 and, in 1977, President Ziaur Rahman selected him as a member of Bangladesh's delegation to the United Nations General Assembly, where he represented the country at the Legal Committee for four years. He became a founding member of the Bangladesh Nationalist Party in 1978, remaining on its Standing Committee from the party's inception until his death. Over the following decades, Sircar held ministerial portfolios spanning public works, foreign affairs, land administration, education, science and technology, and law and justice. Elected to Parliament four times — in 1979, 1991, 1996, and 2001 — he served the Jatiya Sangsad as its Speaker from October 28, 2001, to January 25, 2009, conducting its proceedings with a impartiality and dignity that colleagues across the political divide would long remember. When President A. Q. M. Badruddoza Chowdhury resigned, Sircar served as Acting President of Bangladesh from June 21 to September 6, 2002 — a testament to the trust the nation placed in him. In 1990, he founded the Barrister Jamiruddin Sircar Collegiate Institute in Panchagarh, his enduring gift to education in his home district. He authored numerous books on democracy, parliamentary practice, law, and international relations. Muhammad Jamiruddin Sircar passed away on July 12, 2026, at Bangladesh Specialized Hospital in Dhaka at the age of 94, after a long illness. He is survived by his children and grandchildren, and by the democratic institutions he spent a lifetime building. The nation mourns a towering figure; history will remember a noble-hearted servant of the people.
