Barbara Balangue

Barbara Beatrice (VanderNoor) Balangue, 88, went home to be with her Lord, surrounded by her family on Sunday October 3, 2021. Survivors include her husband, Mariano Balangue, her children: Mark Pasion (San Jose, CA), Lori Pasion-Gonzales (Visalia, CA) and Kevin Pasion (Hayfork, CA), 10 grandchildren: Jaimie, Sean, Adam, Brandon, Evan, Mattie, Drew, Kate, Max and Jake, 18 great-grandchildren, 2 great-great-grandchildren and one sister, Sandra Ricci (Bakersfield, CA.) She was preceded in death by her parents, Robert and Beatrice VanderNoor and her brother Robert VanderNoor, Jr. Barbara invested in a life well lived, the evidence of which is her legacy of three loving kids, many grandchildren and great-grandchildren, countless friends and acquaintances whose lives she impacted deeply. She was born in Richmond, California and spent her growing up years in Porterville, California where she married her high-school sweetheart, Vince Pasion, and had three kids. She then went on to marry her life-long husband, Mariano Balangue and together they raised their family in the San Jose area. She worked for most of her adult life at San Jose City Hall under three successive mayors, but her special delight was in being a Grandma, and all her grandkids knew that. We would like to acknowledge and give a special thanks to Kaweah Health Hospice for the wonderful, compassionate care and support they gave both to Barbara and her family. There will be a private memorial service for her with the immediate family at Pismo Beach later in the year.
